在我國實現(xian)第(di)一個百年奮斗目(mu)標,并向全面建(jian)成社會主(zhu)義現(xian)代化強國第(di)二個百年奮斗目(mu)標邁進的重(zhong)要(yao)歷史時刻(ke),中(zhong)共中(zhong)央、國務(wu)院印發《關(guan)于加強基層治(zhi)理體系和治(zhi)理能力(li)現(xian)代化建(jian)設(she)的意(yi)見(jian)(jian)(jian)》(以(yi)下簡稱《意(yi)見(jian)(jian)(jian)》)。《意(yi)見(jian)(jian)(jian)》公開發布(bu)之際,中(zhong)央組(zu)織部(bu)、民政部(bu)負責人就《意(yi)見(jian)(jian)(jian)》起草印發和貫(guan)徹(che)落實等(deng)問(wen)題,回(hui)答(da)了記者提問(wen)。

答:基(ji)(ji)(ji)(ji)層治(zhi)理(li)(li)(li)是(shi)國(guo)(guo)家(jia)治(zhi)理(li)(li)(li)的(de)(de)(de)基(ji)(ji)(ji)(ji)石。統籌推(tui)進鄉(xiang)鎮(zhen)(街道)和城鄉(xiang)社區治(zhi)理(li)(li)(li),是(shi)實現國(guo)(guo)家(jia)治(zhi)理(li)(li)(li)體(ti)系和治(zhi)理(li)(li)(li)能力現代(dai)化(hua)的(de)(de)(de)基(ji)(ji)(ji)(ji)礎工程。黨的(de)(de)(de)十(shi)八大以(yi)來(lai),以(yi)習近(jin)平同(tong)志(zhi)為核心的(de)(de)(de)黨中(zhong)央高(gao)度重視(shi)基(ji)(ji)(ji)(ji)層治(zhi)理(li)(li)(li)。習近(jin)平總書記強調,基(ji)(ji)(ji)(ji)層強則國(guo)(guo)家(jia)強,基(ji)(ji)(ji)(ji)層安則天下安,必須抓好基(ji)(ji)(ji)(ji)層治(zhi)理(li)(li)(li)現代(dai)化(hua)這項基(ji)(ji)(ji)(ji)礎性工作(zuo)。新冠肺炎(yan)疫情發生(sheng)以(yi)來(lai),習近(jin)平總書記多(duo)次視(shi)察基(ji)(ji)(ji)(ji)層,肯(ken)定基(ji)(ji)(ji)(ji)層防控和治(zhi)理(li)(li)(li)的(de)(de)(de)重要(yao)作(zuo)用,為推(tui)進新時代(dai)基(ji)(ji)(ji)(ji)層治(zhi)理(li)(li)(li)現代(dai)化(hua)建設提供(gong)了根本遵循。黨的(de)(de)(de)十(shi)九(jiu)屆(jie)四中(zhong)、五中(zhong)全(quan)會專(zhuan)門對健全(quan)黨組(zu)織(zhi)領導的(de)(de)(de)城鄉(xiang)基(ji)(ji)(ji)(ji)層治(zhi)理(li)(li)(li)體(ti)系作(zuo)出部署。
為貫(guan)徹落(luo)實習(xi)近(jin)平總(zong)書記重要指示精(jing)神和黨中(zhong)央(yang)、國務(wu)院決策(ce)部(bu)署,中(zhong)央(yang)組(zu)織部(bu)、民政(zheng)部(bu)會同有關部(bu)門,在深(shen)入調(diao)查(cha)研究、廣(guang)泛征(zheng)求(qiu)意見(jian)、反復(fu)論證(zheng)修改基(ji)礎上,起草形成了《意見(jian)》稿。1月28日,習(xi)近(jin)平總(zong)書記主持召開中(zhong)央(yang)政(zheng)治局會議(yi),審議(yi)通過《意見(jian)》。近(jin)期(qi),中(zhong)共中(zhong)央(yang)、國務(wu)院印發《意見(jian)》。
