      近日,教(jiao)育部、工業(ye)和(he)信息化部、財政(zheng)部、人(ren)力資源社會(hui)保障部、應急管(guan)理(li)部、國(guo)務院國(guo)資委、市(shi)場監管(guan)總(zong)局、中(zhong)國(guo)銀保監會(hui)聯合印發(fa)了(le)新修訂的《職(zhi)業(ye)學校學生實習(xi)管(guan)理(li)規定(ding)(ding)》(以下簡稱《規定(ding)(ding)》),教(jiao)育部職(zhi)業(ye)教(jiao)育與成人(ren)教(jiao)育司負責人(ren)就修訂《規定(ding)(ding)》有關(guan)問題回答(da)了(le)記者提問。

      1.請問《規定》修訂的主要背景是什么?

      答:2016年(nian),教(jiao)(jiao)(jiao)(jiao)育(yu)部(bu)(bu)、財(cai)政(zheng)部(bu)(bu)、人(ren)力資源社會保障部(bu)(bu)、原安全(quan)監管(guan)(guan)(guan)(guan)總局、原中(zhong)國保監會等(deng)(deng)五部(bu)(bu)門聯(lian)合(he)印(yin)(yin)發(fa)了(le)(le)《職業(ye)學(xue)(xue)校學(xue)(xue)生(sheng)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)管(guan)(guan)(guan)(guan)理(li)規(gui)定》,對規(gui)范(fan)職業(ye)學(xue)(xue)校學(xue)(xue)生(sheng)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)發(fa)揮了(le)(le)重要作(zuo)用,實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)管(guan)(guan)(guan)(guan)理(li)總體規(gui)范(fan),有關報告顯示2020年(nian)每十萬名實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)學(xue)(xue)生(sheng)傷亡(wang)數(shu)(shu)(shu)較2015年(nian)下降(jiang)了(le)(le)22.31%,但同(tong)時(shi)也面臨一(yi)(yi)些新(xin)(xin)(xin)(xin)形勢(shi)、新(xin)(xin)(xin)(xin)情況(kuang)、新(xin)(xin)(xin)(xin)要求(qiu)。一(yi)(yi)是(shi)(shi)黨中(zhong)央國務(wu)院對進(jin)一(yi)(yi)步規(gui)范(fan)學(xue)(xue)生(sheng)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)作(zuo)出(chu)明確部(bu)(bu)署,全(quan)國職業(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)大會提(ti)(ti)出(chu)要健全(quan)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)實(shi)(shi)(shi)(shi)訓等(deng)(deng)職業(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)標準體系,進(jin)一(yi)(yi)步實(shi)(shi)(shi)(shi)化學(xue)(xue)生(sheng)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)實(shi)(shi)(shi)(shi)訓環(huan)節,提(ti)(ti)高技(ji)能供給質量;中(zhong)辦、國辦印(yin)(yin)發(fa)的(de)《關于推動(dong)現(xian)代職業(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)高質量發(fa)展的(de)意見》對鼓勵(li)企(qi)事業(ye)單位(wei)(wei)參與(yu)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi),規(gui)范(fan)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)管(guan)(guan)(guan)(guan)理(li)提(ti)(ti)出(chu)明確要求(qiu)。二(er)是(shi)(shi)由于實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)管(guan)(guan)(guan)(guan)理(li)涉及主體多、工(gong)作(zuo)鏈條長,加之疫(yi)情等(deng)(deng)影響,一(yi)(yi)段時(shi)間以(yi)來,一(yi)(yi)些單位(wei)(wei)和個(ge)人(ren)受利益驅(qu)(qu)動(dong),以(yi)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)為名組織學(xue)(xue)生(sheng)到企(qi)業(ye)生(sheng)產(chan)“流(liu)水(shui)線(xian)”務(wu)工(gong)、安排加班和夜班、強制實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)、收費實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)、實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)專(zhuan)(zhuan)業(ye)不(bu)對口(kou)等(deng)(deng)問(wen)題時(shi)有發(fa)生(sheng)。教(jiao)(jiao)(jiao)(jiao)育(yu)部(bu)(bu)會同(tong)有關部(bu)(bu)門組織了(le)(le)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)問(wen)題專(zhuan)(zhuan)項治(zhi)理(li),開通了(le)(le)教(jiao)(jiao)(jiao)(jiao)育(yu)部(bu)(bu)和各省實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)監督咨(zi)詢電話,根(gen)據有關問(wen)題線(xian)索建(jian)(jian)立工(gong)作(zuo)臺賬(zhang),逐(zhu)一(yi)(yi)核查整改,并(bing)通報了(le)(le)一(yi)(yi)批實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)違規(gui)典型案例(li)(li),有關案例(li)(li)反映(ying)出(chu)實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)管(guan)(guan)(guan)(guan)理(li)還存在(zai)責(ze)任鏈條有缺環(huan)、監管(guan)(guan)(guan)(guan)有漏洞、追(zhui)責(ze)問(wen)責(ze)不(bu)到位(wei)(wei)等(deng)(deng)情況(kuang),需要進(jin)一(yi)(yi)步完善制度規(gui)定。三是(shi)(shi)近年(nian)來數(shu)(shu)(shu)字(zi)經濟催生(sheng)新(xin)(xin)(xin)(xin)業(ye)態(tai)新(xin)(xin)(xin)(xin)模式,驅(qu)(qu)動(dong)崗(gang)位(wei)(wei)升級、職業(ye)場景變(bian)化,同(tong)時(shi),隨著(zhu)生(sheng)產(chan)性實(shi)(shi)(shi)(shi)訓基地(di)(di)、虛擬仿真實(shi)(shi)(shi)(shi)訓基地(di)(di)建(jian)(jian)設的(de)推進(jin),部(bu)(bu)分專(zhuan)(zhuan)業(ye)實(shi)(shi)(shi)(shi)現(xian)了(le)(le)在(zai)校內或(huo)園區就可以(yi)不(bu)同(tong)形式基本再現(xian)企(qi)業(ye)真實(shi)(shi)(shi)(shi)職業(ye)場景,加之中(zhong)高職貫(guan)通培養(yang)等(deng)(deng)育(yu)人(ren)模式不(bu)斷創新(xin)(xin)(xin)(xin),實(shi)(shi)(shi)(shi)習(xi)(xi)(xi)(xi)(xi)管(guan)(guan)(guan)(guan)理(li)也需要與(yu)時(shi)俱進(jin),實(shi)(shi)(shi)(shi)現(xian)數(shu)(shu)(shu)字(zi)化升級。

      2.請問與2016年的版本相比,《規定》有哪些變化?

      答:《規定(ding)》在原總(zong)則、實習組(zu)織(zhi)、實習管理、實習考核、安全(quan)職責、附(fu)則等六章(zhang)(zhang)內(nei)容基礎上,增加了2個(ge)章(zhang)(zhang)節,增加11條內(nei)容,共八章(zhang)(zhang)50條。

      一(yi)是(shi)(shi)強化德技并修要(yao)求,推動(dong)回歸(gui)實習的(de)育(yu)人(ren)本(ben)質(zhi)。《規定》進(jin)一(yi)步強調了學生實習的(de)本(ben)質(zhi)是(shi)(shi)教學活動(dong),是(shi)(shi)實踐教學的(de)重(zhong)要(yao)環節(jie),既(ji)是(shi)(shi)專業學習和技術技能(neng)訓練的(de)必備途徑,也是(shi)(shi)錘(chui)煉意志品質(zhi)、提前熟悉崗位、引導融入社會的(de)重(zhong)要(yao)方式,與時俱進(jin)優化了實習分類、豐富了實習形態。

      二是堅持問題導(dao)向,針(zhen)對關(guan)(guan)鍵節點進(jin)(jin)一步(bu)明確準(zhun)則。《規(gui)(gui)定(ding)》著眼(yan)實(shi)習(xi)全程、聚焦關(guan)(guan)鍵節點,針(zhen)對以實(shi)習(xi)為名組織學生到企業“流水線”務工、賺(zhuan)取“人頭費”、強(qiang)制實(shi)習(xi)等進(jin)(jin)一步(bu)劃出(chu)紅線、明確行為準(zhun)則,對跨省實(shi)習(xi)、實(shi)習(xi)保(bao)(bao)險等進(jin)(jin)一步(bu)細(xi)化規(gui)(gui)定(ding),保(bao)(bao)障實(shi)習(xi)安全、提高實(shi)習(xi)質量。

      三是(shi)加強(qiang)部(bu)門(men)協同,落實(shi)各方(fang)責任并細化(hua)激(ji)勵約束(shu)機制。發文單(dan)位增(zeng)加工業和信息化(hua)部(bu)、市場(chang)監管總局、國務院國資委等三個部(bu)門(men),并新增(zeng)“保障措施”和“監督與處理”兩章,結(jie)合有關(guan)部(bu)門(men)職責對有關(guan)規(gui)定進行了細化(hua),進一步(bu)明確學校、實(shi)習(xi)單(dan)位、有關(guan)行政部(bu)門(men)等各方(fang)職責,強(qiang)化(hua)對違規(gui)問(wen)題的(de)追責問(wen)責。

      3.請問《規定》在實習管理體系、管理流程方面做了哪些優化調整?
