      問(wen):為什么要(yao)修訂出(chu)臺《管理規(gui)定(ding)》?

      答(da):我國現有事業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)80多萬家、工(gong)作(zuo)人(ren)(ren)(ren)員(yuan)(yuan)2700多萬名,覆蓋教科(ke)文衛(wei)、農林牧(mu)水等眾多行(xing)(xing)業(ye)(ye)(ye)、領(ling)域(yu)。事業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)是(shi)提供(gong)公益服務(wu)的(de)(de)主要載體、保障(zhang)改善(shan)民生(sheng)的(de)(de)基本(ben)力(li)量、推動創新發(fa)展的(de)(de)關鍵(jian)領(ling)域(yu)、凝(ning)聚(ju)思想共(gong)識的(de)(de)重(zhong)(zhong)要陣地,加(jia)強和(he)改進(jin)事業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)領(ling)導(dao)人(ren)(ren)(ren)員(yuan)(yuan)管理(li)、推進(jin)事業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)領(ling)導(dao)人(ren)(ren)(ren)員(yuan)(yuan)隊伍建(jian)設(she)很重(zhong)(zhong)要,也(ye)很必要。2015年(nian)5月,中央辦公廳印發(fa)《事業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)領(ling)導(dao)人(ren)(ren)(ren)員(yuan)(yuan)管理(li)暫(zan)行(xing)(xing)規定》(以下簡稱《暫(zan)行(xing)(xing)規定》),該文件是(shi)做(zuo)好(hao)事業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)領(ling)導(dao)人(ren)(ren)(ren)員(yuan)(yuan)管理(li)工(gong)作(zuo)的(de)(de)基本(ben)遵(zun)循,施(shi)行(xing)(xing)6年(nian)來,在健全事業(ye)(ye)(ye)單(dan)(dan)位(wei)(wei)領(ling)導(dao)人(ren)(ren)(ren)員(yuan)(yuan)選拔任(ren)用和(he)管理(li)監督機(ji)制、推進(jin)領(ling)導(dao)人(ren)(ren)(ren)員(yuan)(yuan)隊伍建(jian)設(she)等方面(mian)發(fa)揮了重(zhong)(zhong)要作(zuo)用,實踐證明總體是(shi)可行(xing)(xing)的(de)(de),及時修(xiu)訂并(bing)正式施(shi)行(xing)(xing)的(de)(de)時機(ji)已經成(cheng)熟。

      答:制(zhi)(zhi)度(du)(du)的生命在于執(zhi)(zhi)行(xing)(xing)。《管(guan)(guan)理(li)規(gui)定(ding)(ding)》是事(shi)(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)(dan)位(wei)(wei)領(ling)(ling)導人(ren)員(yuan)(yuan)管(guan)(guan)理(li)工(gong)作(zuo)的基本遵(zun)循,中央(yang)組織(zhi)(zhi)部(bu)(bu)將在全(quan)國事(shi)(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)(dan)位(wei)(wei)人(ren)事(shi)(shi)管(guan)(guan)理(li)工(gong)作(zuo)座談會上,對學(xue)(xue)習(xi)(xi)貫(guan)(guan)徹《管(guan)(guan)理(li)規(gui)定(ding)(ding)》、加(jia)強(qiang)事(shi)(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)(dan)位(wei)(wei)領(ling)(ling)導人(ren)員(yuan)(yuan)隊伍建設等作(zuo)出部(bu)(bu)署。各(ge)級黨委(黨組)及其組織(zhi)(zhi)(人(ren)事(shi)(shi))部(bu)(bu)門要(yao)(yao)按照(zhao)要(yao)(yao)求(qiu)抓(zhua)好學(xue)(xue)習(xi)(xi)貫(guan)(guan)徹。一是組織(zhi)(zhi)開展學(xue)(xue)習(xi)(xi)培訓。把學(xue)(xue)習(xi)(xi)貫(guan)(guan)徹《管(guan)(guan)理(li)規(gui)定(ding)(ding)》作(zuo)為一項重要(yao)(yao)工(gong)作(zuo),擺上重要(yao)(yao)議事(shi)(shi)日程,組織(zhi)(zhi)事(shi)(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)(dan)位(wei)(wei)領(ling)(ling)導人(ren)員(yuan)(yuan)及相關(guan)干(gan)部(bu)(bu)管(guan)(guan)理(li)工(gong)作(zuo)者原原本本地(di)學(xue)(xue)習(xi)(xi),提高(gao)政策執(zhi)(zhi)行(xing)(xing)能(neng)力(li)。二是完(wan)善(shan)配(pei)套制(zhi)(zhi)度(du)(du)。中央(yang)組織(zhi)(zhi)部(bu)(bu)將會同(tong)有(you)關(guan)行(xing)(xing)業(ye)(ye)(ye)(ye)主(zhu)管(guan)(guan)部(bu)(bu)門制(zhi)(zhi)定(ding)(ding)完(wan)善(shan)有(you)關(guan)行(xing)(xing)業(ye)(ye)(ye)(ye)事(shi)(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)(dan)位(wei)(wei)領(ling)(ling)導人(ren)員(yuan)(yuan)管(guan)(guan)理(li)具體辦法(fa)。各(ge)省、自(zi)治區、直轄市(shi)要(yao)(yao)制(zhi)(zhi)定(ding)(ding)完(wan)善(shan)市(shi)級以下事(shi)(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)(dan)位(wei)(wei)領(ling)(ling)導人(ren)員(yuan)(yuan)管(guan)(guan)理(li)辦法(fa),使各(ge)項工(gong)作(zuo)都(dou)有(you)章可循,確(que)保按制(zhi)(zhi)度(du)(du)辦事(shi)(shi)。三是采取有(you)效(xiao)措施抓(zhua)好貫(guan)(guan)徹實施。要(yao)(yao)用《管(guan)(guan)理(li)規(gui)定(ding)(ding)》統一思想認識,規(gui)范選(xuan)拔任(ren)用,加(jia)強(qiang)管(guan)(guan)理(li)監(jian)督,激勵擔(dan)當作(zuo)為,不(bu)斷提高(gao)事(shi)(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)(dan)位(wei)(wei)領(ling)(ling)導人(ren)員(yuan)(yuan)管(guan)(guan)理(li)質量和水平。中央(yang)組織(zhi)(zhi)部(bu)(bu)將加(jia)強(qiang)對《管(guan)(guan)理(li)規(gui)定(ding)(ding)》貫(guan)(guan)徹執(zhi)(zhi)行(xing)(xing)情況的監(jian)督檢(jian)查(cha),推動中央(yang)精神(shen)在各(ge)級各(ge)類事(shi)(shi)業(ye)(ye)(ye)(ye)單(dan)(dan)(dan)位(wei)(wei)得到有(you)效(xiao)貫(guan)(guan)徹落實。
