    ——2025年(nian)3月(yue)5日在第(di)十四屆(jie)全國(guo)人民代(dai)表(biao)大會第(di)三次會議上

    各位代表:

      受國(guo)務院委(wei)托,現將2024年(nian)中(zhong)央(yang)和地方預算(suan)執行情(qing)況與2025年(nian)中(zhong)央(yang)和地方預算(suan)草案提請十(shi)四(si)屆全(quan)國(guo)人大三(san)次會議審查,并(bing)請全(quan)國(guo)政(zheng)協各位委(wei)員(yuan)提出(chu)意見。

      一、2024年中央和地方預算執行情況

      2024年(nian)是中(zhong)(zhong)華人民共(gong)和國(guo)(guo)(guo)(guo)成立75周年(nian),是實現“十四五”規劃(hua)目標任務(wu)的(de)(de)關鍵一年(nian)。面對(dui)外部(bu)壓(ya)力(li)(li)(li)(li)加大、內部(bu)困難增多的(de)(de)復雜嚴峻形勢(shi),在(zai)以習近平同志為核心的(de)(de)黨(dang)中(zhong)(zhong)央堅強(qiang)領(ling)導下,各(ge)地區(qu)各(ge)部(bu)門堅持(chi)(chi)以習近平新(xin)時代(dai)中(zhong)(zhong)國(guo)(guo)(guo)(guo)特色(se)社(she)會主義思想為指導,全面貫徹黨(dang)的(de)(de)二(er)十大和二(er)十屆二(er)中(zhong)(zhong)、三(san)中(zhong)(zhong)全會精神,按照黨(dang)中(zhong)(zhong)央、國(guo)(guo)(guo)(guo)務(wu)院(yuan)決策部(bu)署(shu),堅持(chi)(chi)穩(wen)中(zhong)(zhong)求進工作總基調(diao),嚴格(ge)執行十四屆全國(guo)(guo)(guo)(guo)人大二(er)次(ci)會議審(shen)查(cha)批準(zhun)的(de)(de)預(yu)算,適時優化(hua)宏(hong)觀(guan)調(diao)控,有(you)(you)效落實存量政策,實施(shi)一攬(lan)子增量政策,全年(nian)經(jing)濟(ji)社(she)會發(fa)展(zhan)主要目標任務(wu)順利(li)完成,高質(zhi)量發(fa)展(zhan)扎實推進,新(xin)質(zhi)生產(chan)力(li)(li)(li)(li)穩(wen)步發(fa)展(zhan),改革(ge)開放持(chi)(chi)續深化(hua),重點領(ling)域風險化(hua)解有(you)(you)序有(you)(you)效,民生保障扎實有(you)(you)力(li)(li)(li)(li),我(wo)國(guo)(guo)(guo)(guo)經(jing)濟(ji)實力(li)(li)(li)(li)、科技實力(li)(li)(li)(li)、綜合國(guo)(guo)(guo)(guo)力(li)(li)(li)(li)持(chi)(chi)續增強(qiang),中(zhong)(zhong)國(guo)(guo)(guo)(guo)式現代(dai)化(hua)邁出新(xin)的(de)(de)堅實步伐(fa)。中(zhong)(zhong)央和地方(fang)預(yu)算執行情況較好。

      (一(yi))2024年一(yi)般公共預算收支(zhi)情況

      1.全國一般(ban)公(gong)共(gong)預算

      全(quan)國(guo)(guo)(guo)一般(ban)公共預(yu)算(suan)收(shou)(shou)入219702.12億(yi)(yi)元(yuan)(yuan)(yuan),為預(yu)算(suan)的98.1%,比2023年(nian)增(zeng)(zeng)長1.3%。其中,稅收(shou)(shou)收(shou)(shou)入174972.01億(yi)(yi)元(yuan)(yuan)(yuan),下(xia)降3.4%,主要是受工業生產(chan)者出(chu)廠價(jia)格持(chi)續下(xia)降等(deng)因素(su)影響,部分稅種收(shou)(shou)入下(xia)降較(jiao)(jiao)多;非稅收(shou)(shou)入44730.11億(yi)(yi)元(yuan)(yuan)(yuan),增(zeng)(zeng)長25.4%,主要是一次性(xing)安排中央(yang)單位上繳專(zhuan)項(xiang)收(shou)(shou)益(yi)以(yi)及地方依法(fa)依規(gui)加(jia)大國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)源(yuan)資(zi)(zi)(zi)(zi)產(chan)盤活力(li)度(du),國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)本(ben)經營收(shou)(shou)入和國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)源(yuan)(資(zi)(zi)(zi)(zi)產(chan))有償使用收(shou)(shou)入增(zeng)(zeng)加(jia)較(jiao)(jiao)多。加(jia)上從預(yu)算(suan)穩定(ding)(ding)調節(jie)基(ji)(ji)金、政府性(xing)基(ji)(ji)金預(yu)算(suan)、國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)本(ben)經營預(yu)算(suan)調入資(zi)(zi)(zi)(zi)金及使用結轉結余25410.5億(yi)(yi)元(yuan)(yuan)(yuan),收(shou)(shou)入總量(liang)為245112.62億(yi)(yi)元(yuan)(yuan)(yuan)。全(quan)國(guo)(guo)(guo)一般(ban)公共預(yu)算(suan)支出(chu)284612.25億(yi)(yi)元(yuan)(yuan)(yuan),完成預(yu)算(suan)的99.7%,增(zeng)(zeng)長3.6%。加(jia)上補充中央(yang)預(yu)算(suan)穩定(ding)(ding)調節(jie)基(ji)(ji)金1100.37億(yi)(yi)元(yuan)(yuan)(yuan),支出(chu)總量(liang)為285712.62億(yi)(yi)元(yuan)(yuan)(yuan)。收(shou)(shou)支總量(liang)相抵,赤(chi)字40600億(yi)(yi)元(yuan)(yuan)(yuan),與預(yu)算(suan)持(chi)平(ping)。

      2.中(zhong)央一般(ban)公共預算

      中(zhong)央一(yi)般公共預(yu)算(suan)收(shou)入100435.71億(yi)(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan),為預(yu)算(suan)的(de)(de)98.1%,增長(chang)(chang)0.9%。加上從中(zhong)央預(yu)算(suan)穩(wen)定調(diao)(diao)(diao)節基金(jin)(jin)調(diao)(diao)(diao)入2482億(yi)(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan),從中(zhong)央政府性基金(jin)(jin)預(yu)算(suan)、中(zhong)央國(guo)有資本經(jing)營預(yu)算(suan)調(diao)(diao)(diao)入900億(yi)(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan),上年(nian)結轉資金(jin)(jin)5000億(yi)(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan),收(shou)入總量為108817.71億(yi)(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)。中(zhong)央一(yi)般公共預(yu)算(suan)支(zhi)(zhi)出(chu)141117.34億(yi)(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan),完成(cheng)預(yu)算(suan)的(de)(de)98%,與2023年(nian)基本持平,其中(zhong),本級支(zhi)(zhi)出(chu)40720.18億(yi)(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan),完成(cheng)預(yu)算(suan)的(de)(de)98.1%,增長(chang)(chang)6.5%;對地方轉移支(zhi)(zhi)付(fu)100397.16億(yi)(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan),完成(cheng)預(yu)算(suan)的(de)(de)98.4%,下降(jiang)2.4%,主要是部(bu)分據實安(an)排支(zhi)(zhi)出(chu)低于(yu)預(yu)算(suan)。加上補(bu)充中(zhong)央預(yu)算(suan)穩(wen)定調(diao)(diao)(diao)節基金(jin)(jin)1100.37億(yi)(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan),支(zhi)(zhi)出(chu)總量為142217.71億(yi)(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan)。收(shou)支(zhi)(zhi)總量相抵,中(zhong)央財政赤(chi)字33400億(yi)(yi)(yi)(yi)(yi)元(yuan)(yuan)(yuan)(yuan),與預(yu)算(suan)持平。

      中央一(yi)般公共(gong)預(yu)(yu)算(suan)主要(yao)收入(ru)項目具體情況是(shi):國(guo)內增值稅(shui)(shui)(shui)33222.5億(yi)元(yuan)(yuan),為(wei)預(yu)(yu)算(suan)的(de)(de)(de)92.1%,下(xia)(xia)降(jiang)3.9%,主要(yao)是(shi)工業(ye)生產者出(chu)廠價(jia)(jia)格(ge)低(di)于預(yu)(yu)期。國(guo)內消(xiao)費(fei)稅(shui)(shui)(shui)16532.15億(yi)元(yuan)(yuan),為(wei)預(yu)(yu)算(suan)的(de)(de)(de)95.9%,增長2.6%。企(qi)業(ye)所得稅(shui)(shui)(shui)26435.88億(yi)元(yuan)(yuan),為(wei)預(yu)(yu)算(suan)的(de)(de)(de)96.3%,增長0.1%。個人所得稅(shui)(shui)(shui)8713.17億(yi)元(yuan)(yuan),為(wei)預(yu)(yu)算(suan)的(de)(de)(de)92.5%,下(xia)(xia)降(jiang)1.7%,主要(yao)是(shi)財產轉讓所得相關(guan)個人所得稅(shui)(shui)(shui)收入(ru)下(xia)(xia)降(jiang)。證(zheng)券交(jiao)易印花稅(shui)(shui)(shui)1275.88億(yi)元(yuan)(yuan),為(wei)預(yu)(yu)算(suan)的(de)(de)(de)111.9%,下(xia)(xia)降(jiang)29.1%,主要(yao)是(shi)2023年(nian)(nian)年(nian)(nian)中出(chu)臺(tai)的(de)(de)(de)減半征收證(zheng)券交(jiao)易印花稅(shui)(shui)(shui)政策在2024年(nian)(nian)全(quan)年(nian)(nian)實施,造成部分(fen)減收。關(guan)稅(shui)(shui)(shui)2443.01億(yi)元(yuan)(yuan),為(wei)預(yu)(yu)算(suan)的(de)(de)(de)90.8%,下(xia)(xia)降(jiang)5.7%;進(jin)(jin)口貨物增值稅(shui)(shui)(shui)、消(xiao)費(fei)稅(shui)(shui)(shui)19177.46億(yi)元(yuan)(yuan),為(wei)預(yu)(yu)算(suan)的(de)(de)(de)94.6%,下(xia)(xia)降(jiang)1.6%,主要(yao)是(shi)大宗(zong)商品價(jia)(jia)格(ge)下(xia)(xia)行和一(yi)般貿(mao)易進(jin)(jin)口下(xia)(xia)降(jiang)。

      中央一般(ban)公共(gong)(gong)預(yu)算(suan)本級支出(chu)(chu)(chu)40720.18億(yi)元(yuan)(yuan),占全(quan)國一般(ban)公共(gong)(gong)預(yu)算(suan)支出(chu)(chu)(chu)的(de)(de)14.3%,主要支出(chu)(chu)(chu)項目具體情況是(shi):外交(jiao)支出(chu)(chu)(chu)595.19億(yi)元(yuan)(yuan),完(wan)(wan)成(cheng)(cheng)(cheng)(cheng)預(yu)算(suan)的(de)(de)97.9%。國防支出(chu)(chu)(chu)16652.08億(yi)元(yuan)(yuan),完(wan)(wan)成(cheng)(cheng)(cheng)(cheng)預(yu)算(suan)的(de)(de)100%。公共(gong)(gong)安全(quan)支出(chu)(chu)(chu)2262.56億(yi)元(yuan)(yuan),完(wan)(wan)成(cheng)(cheng)(cheng)(cheng)預(yu)算(suan)的(de)(de)99.4%。教育支出(chu)(chu)(chu)1660.71億(yi)元(yuan)(yuan),完(wan)(wan)成(cheng)(cheng)(cheng)(cheng)預(yu)算(suan)的(de)(de)100.7%。科學技術支出(chu)(chu)(chu)3619.09億(yi)元(yuan)(yuan),完(wan)(wan)成(cheng)(cheng)(cheng)(cheng)預(yu)算(suan)的(de)(de)97.6%。糧(liang)油(you)物資儲備(bei)支出(chu)(chu)(chu)1240.38億(yi)元(yuan)(yuan),完(wan)(wan)成(cheng)(cheng)(cheng)(cheng)預(yu)算(suan)的(de)(de)88.2%,主要是(shi)相(xiang)關中央預(yu)算(suan)內投(tou)資減少。債務(wu)付息(xi)支出(chu)(chu)(chu)7573.15億(yi)元(yuan)(yuan),完(wan)(wan)成(cheng)(cheng)(cheng)(cheng)預(yu)算(suan)的(de)(de)97.4%。

      中(zhong)(zhong)央(yang)對(dui)地(di)方轉(zhuan)(zhuan)移支(zhi)付(fu)具體(ti)情況(kuang)是(shi):一(yi)般性(xing)轉(zhuan)(zhuan)移支(zhi)付(fu)87222.88億(yi)元,完成預(yu)算(suan)的97.7%,主要是(shi)應急救災(zai)(zai)等支(zhi)出根據政策據實安排。專項(xiang)轉(zhuan)(zhuan)移支(zhi)付(fu)8174.28億(yi)元,完成預(yu)算(suan)的104.9%,主要是(shi)部分中(zhong)(zhong)央(yang)預(yu)算(suan)內投資(zi)由中(zhong)(zhong)央(yang)本級轉(zhuan)(zhuan)列對(dui)地(di)方轉(zhuan)(zhuan)移支(zhi)付(fu)。一(yi)次性(xing)安排災(zai)(zai)后恢復重(zhong)建和(he)提升(sheng)防災(zai)(zai)減災(zai)(zai)救災(zai)(zai)能力補(bu)助資(zi)金5000億(yi)元,完成預(yu)算(suan)的100%。

      2024年中央(yang)(yang)一般(ban)公共(gong)預(yu)(yu)(yu)算(suan)(suan)結(jie)(jie)余1100.37億元(含中央(yang)(yang)預(yu)(yu)(yu)備費(fei)500億元,未安排使用,轉(zhuan)入當年支出結(jie)(jie)余),全部補充中央(yang)(yang)預(yu)(yu)(yu)算(suan)(suan)穩(wen)(wen)定調(diao)節基金(jin)。加(jia)上中央(yang)(yang)政府性基金(jin)結(jie)(jie)轉(zhuan)結(jie)(jie)余資金(jin)補充29.8億元后(hou),2024年年末中央(yang)(yang)預(yu)(yu)(yu)算(suan)(suan)穩(wen)(wen)定調(diao)節基金(jin)余額2739.22億元。

      3.地方(fang)一般(ban)公共預算(suan)

      地(di)方(fang)一(yi)般(ban)公(gong)共(gong)預(yu)(yu)算(suan)收(shou)入(ru)219663.57億(yi)元,其中(zhong),本級收(shou)入(ru)119266.41億(yi)元,增長1.7%;中(zhong)央對地(di)方(fang)轉移支(zhi)付收(shou)入(ru)100397.16億(yi)元。加上從地(di)方(fang)預(yu)(yu)算(suan)穩定調節基金(jin)、政府性基金(jin)預(yu)(yu)算(suan)、國(guo)有(you)資本經(jing)營預(yu)(yu)算(suan)調入(ru)資金(jin)及使用結轉結余17028.5億(yi)元,收(shou)入(ru)總量為236692.07億(yi)元。地(di)方(fang)一(yi)般(ban)公(gong)共(gong)預(yu)(yu)算(suan)支(zhi)出(chu)243892.07億(yi)元,增長3.2%,占全國(guo)一(yi)般(ban)公(gong)共(gong)預(yu)(yu)算(suan)支(zhi)出(chu)的85.7%。收(shou)支(zhi)總量相抵,地(di)方(fang)財政赤字(zi)7200億(yi)元,與預(yu)(yu)算(suan)持平。

      (二)2024年政府性基金預算收支情(qing)況

      全國(guo)政府(fu)性(xing)基金預算(suan)收(shou)入(ru)62090.4億(yi)(yi)元(yuan)(yuan)(yuan),為預算(suan)的87.7%,下降(jiang)12.2%,主要是地方國(guo)有土地使用權出讓收(shou)入(ru)下降(jiang)。加(jia)上2023年結轉收(shou)入(ru)391.87億(yi)(yi)元(yuan)(yuan)(yuan)、超長(chang)(chang)期特別國(guo)債收(shou)入(ru)10000億(yi)(yi)元(yuan)(yuan)(yuan)、地方政府(fu)發(fa)行(xing)專項債券籌(chou)集收(shou)入(ru)39000億(yi)(yi)元(yuan)(yuan)(yuan),收(shou)入(ru)總(zong)量為111482.27億(yi)(yi)元(yuan)(yuan)(yuan)。全國(guo)政府(fu)性(xing)基金預算(suan)支出101477.82億(yi)(yi)元(yuan)(yuan)(yuan),完成預算(suan)的84.4%,增長(chang)(chang)0.2%。

      中(zhong)央(yang)政(zheng)府性(xing)基金(jin)預(yu)算收入(ru)(ru)(ru)4734.67億(yi)(yi)元(yuan)(yuan)(yuan),為預(yu)算的105.8%,增長(chang)7.2%。加上2023年(nian)結轉(zhuan)收入(ru)(ru)(ru)391.87億(yi)(yi)元(yuan)(yuan)(yuan)、超(chao)長(chang)期(qi)特(te)(te)別國債收入(ru)(ru)(ru)10000億(yi)(yi)元(yuan)(yuan)(yuan),收入(ru)(ru)(ru)總量為15126.54億(yi)(yi)元(yuan)(yuan)(yuan)。中(zhong)央(yang)政(zheng)府性(xing)基金(jin)預(yu)算支(zhi)(zhi)出(chu)14561.77億(yi)(yi)元(yuan)(yuan)(yuan),完成預(yu)算的98%,其(qi)中(zhong),本級支(zhi)(zhi)出(chu)4679.18億(yi)(yi)元(yuan)(yuan)(yuan)(包括(kuo)(kuo)超(chao)長(chang)期(qi)特(te)(te)別國債支(zhi)(zhi)出(chu)1247.04億(yi)(yi)元(yuan)(yuan)(yuan)),對地方轉(zhuan)移(yi)支(zhi)(zhi)付9882.59億(yi)(yi)元(yuan)(yuan)(yuan)(包括(kuo)(kuo)超(chao)長(chang)期(qi)特(te)(te)別國債支(zhi)(zhi)出(chu)8752.96億(yi)(yi)元(yuan)(yuan)(yuan))。調入(ru)(ru)(ru)中(zhong)央(yang)一般公共預(yu)算150億(yi)(yi)元(yuan)(yuan)(yuan)。中(zhong)央(yang)政(zheng)府性(xing)基金(jin)預(yu)算收大(da)于支(zhi)(zhi)414.77億(yi)(yi)元(yuan)(yuan)(yuan),其(qi)中(zhong),結轉(zhuan)下年(nian)繼續(xu)使用384.97億(yi)(yi)元(yuan)(yuan)(yuan),按規定補充中(zhong)央(yang)預(yu)算穩定調節基金(jin)29.8億(yi)(yi)元(yuan)(yuan)(yuan)。

      地(di)方(fang)政府(fu)性(xing)基(ji)金預(yu)(yu)算(suan)本級收入57355.73億元(yuan),下降13.5%。加(jia)上中央政府(fu)性(xing)基(ji)金預(yu)(yu)算(suan)對地(di)方(fang)轉移支付(fu)收入9882.59億元(yuan)、地(di)方(fang)政府(fu)發行專項債券籌(chou)集收入39000億元(yuan),收入總量為106238.32億元(yuan)。地(di)方(fang)政府(fu)性(xing)基(ji)金預(yu)(yu)算(suan)支出96798.64億元(yuan),增長0.4%。

      (三(san))2024年國有(you)資本經營預算收支情況

      按照(zhao)國有資本經(jing)營(ying)(ying)預算管理(li)規定(ding),國有資本經(jing)營(ying)(ying)預算收(shou)入主(zhu)要根據國有企業(ye)上年實現凈利潤(run)的一定(ding)比例收(shou)取,同時按照(zhao)收(shou)支平衡(heng)原(yuan)則安(an)排相關支出。

      全(quan)國(guo)國(guo)有資本經(jing)營預(yu)(yu)算(suan)收入6782.88億元,為預(yu)(yu)算(suan)的(de)114.5%,增長0.6%。全(quan)國(guo)國(guo)有資本經(jing)營預(yu)(yu)算(suan)支出3128.86億元,完成預(yu)(yu)算(suan)的(de)95.3%,下降6.5%。

      中(zhong)央(yang)國(guo)有資本(ben)經營預(yu)算收(shou)入(ru)2252.05億(yi)(yi)元,為(wei)預(yu)算的94.1%,下(xia)(xia)降0.5%。加上2023年(nian)結(jie)轉(zhuan)(zhuan)收(shou)入(ru)107.35億(yi)(yi)元,收(shou)入(ru)總(zong)量為(wei)2359.4億(yi)(yi)元。中(zhong)央(yang)國(guo)有資本(ben)經營預(yu)算支(zhi)(zhi)出(chu)1555.2億(yi)(yi)元,完成(cheng)預(yu)算的88.9%,增長4%,其中(zhong),本(ben)級支(zhi)(zhi)出(chu)1515.03億(yi)(yi)元,對地(di)方轉(zhuan)(zhuan)移支(zhi)(zhi)付40.17億(yi)(yi)元。調入(ru)中(zhong)央(yang)一般公共(gong)預(yu)算750億(yi)(yi)元。結(jie)轉(zhuan)(zhuan)下(xia)(xia)年(nian)支(zhi)(zhi)出(chu)54.2億(yi)(yi)元。

      地(di)方國(guo)有資(zi)本經營(ying)預(yu)算(suan)本級收(shou)(shou)入4530.83億(yi)元(yuan)(yuan),增(zeng)長(chang)1.2%。加上(shang)中央國(guo)有資(zi)本經營(ying)預(yu)算(suan)對地(di)方轉移支付(fu)收(shou)(shou)入40.17億(yi)元(yuan)(yuan),收(shou)(shou)入總量(liang)為4571億(yi)元(yuan)(yuan)。地(di)方國(guo)有資(zi)本經營(ying)預(yu)算(suan)支出(chu)(chu)1613.83億(yi)元(yuan)(yuan),下降14.9%,主要是(shi)解決(jue)歷史遺留問題(ti)等(deng)支出(chu)(chu)減(jian)少。調入地(di)方一(yi)般公共預(yu)算(suan)2957.17億(yi)元(yuan)(yuan)。

      (四)2024年社會(hui)保險(xian)基金預算收(shou)支情況(kuang)

      全國社(she)會保險基(ji)金(jin)(jin)預(yu)算(suan)收(shou)入(ru)118944.7億元(yuan)(yuan),為預(yu)算(suan)的101.2%,增(zeng)長5.2%。其中,保險費收(shou)入(ru)87092.12億元(yuan)(yuan),增(zeng)長4.4%;財政(zheng)補貼收(shou)入(ru)26861.3億元(yuan)(yuan),增(zeng)長10.7%,主要是各級財政(zheng)對基(ji)本養老保險等(deng)方面(mian)的補助增(zeng)加(jia)。全國社(she)會保險基(ji)金(jin)(jin)預(yu)算(suan)支出106061.28億元(yuan)(yuan),完成預(yu)算(suan)的99.3%,增(zeng)長7%。當年收(shou)支結余12883.42億元(yuan)(yuan),年末滾存(cun)結余143372.3億元(yuan)(yuan)。

      中央(yang)社會(hui)保險基(ji)金預(yu)算(suan)收入539.37億(yi)元(yuan),為預(yu)算(suan)的109.2%;支出461.92億(yi)元(yuan),完成預(yu)算(suan)的94.9%。實施企業職工基(ji)本養老保險全(quan)國(guo)統籌(chou)制度,地方上繳2531.82億(yi)元(yuan),中央(yang)撥(bo)付(fu)2532.64億(yi)元(yuan)(繳撥(bo)差(cha)額(e)0.82億(yi)元(yuan),主(zhu)要(yao)是(shi)上年度全(quan)國(guo)統籌(chou)調劑資金的利息)。考慮上述(shu)繳撥(bo)差(cha)額(e)0.82億(yi)元(yuan)后,中央(yang)社會(hui)保險基(ji)金預(yu)算(suan)當年收大于(yu)支76.63億(yi)元(yuan),年末滾存結余(yu)116.34億(yi)元(yuan)。

      地方社(she)會保險(xian)基(ji)金(jin)預算收(shou)入118405.33億元,支出105599.36億元。考慮上述(shu)繳撥差(cha)額0.82億元后,當(dang)年收(shou)支結余12806.79億元,年末滾存結余143255.96億元。

      2024年(nian)(nian),經(jing)全(quan)國(guo)人(ren)(ren)大(da)常委會審查批準(zhun),增加60000億(yi)(yi)元(yuan)(yuan)(yuan)地方(fang)(fang)政(zheng)(zheng)(zheng)府債(zhai)務(wu)限(xian)額(e)置(zhi)換(huan)(huan)地方(fang)(fang)政(zheng)(zheng)(zheng)府存量隱(yin)(yin)性債(zhai)務(wu),地方(fang)(fang)政(zheng)(zheng)(zheng)府債(zhai)務(wu)限(xian)額(e)調整為527874.3億(yi)(yi)元(yuan)(yuan)(yuan)。2024年(nian)(nian)年(nian)(nian)末,國(guo)債(zhai)余(yu)(yu)(yu)額(e)345723.62億(yi)(yi)元(yuan)(yuan)(yuan),控制在(zai)全(quan)國(guo)人(ren)(ren)大(da)批準(zhun)的國(guo)債(zhai)限(xian)額(e)352008.35億(yi)(yi)元(yuan)(yuan)(yuan)以(yi)內;地方(fang)(fang)政(zheng)(zheng)(zheng)府債(zhai)務(wu)余(yu)(yu)(yu)額(e)475370.55億(yi)(yi)元(yuan)(yuan)(yuan)(含用(yong)于置(zhi)換(huan)(huan)存量隱(yin)(yin)性債(zhai)務(wu)的地方(fang)(fang)政(zheng)(zheng)(zheng)府債(zhai)務(wu)),包(bao)括(kuo)一(yi)般債(zhai)務(wu)余(yu)(yu)(yu)額(e)167012.77億(yi)(yi)元(yuan)(yuan)(yuan)、專項債(zhai)務(wu)余(yu)(yu)(yu)額(e)308357.78億(yi)(yi)元(yuan)(yuan)(yuan),控制在(zai)全(quan)國(guo)人(ren)(ren)大(da)批準(zhun)的地方(fang)(fang)政(zheng)(zheng)(zheng)府債(zhai)務(wu)限(xian)額(e)以(yi)內。

      2024年(nian)(nian),財(cai)(cai)政部門認真(zhen)貫徹黨(dang)中央、國(guo)(guo)務院決策部署,落實(shi)全國(guo)(guo)人大(da)預算決議及審(shen)查(cha)意見(jian)要求,充分聽取代表委員關于改(gai)進預算管(guan)理、做好財(cai)(cai)政工作(zuo)的(de)意見(jian)建議,加強(qiang)國(guo)(guo)家(jia)重大(da)戰略任務和基本民(min)生財(cai)(cai)力(li)保(bao)障,及時出臺(tai)實(shi)施財(cai)(cai)政增量(liang)政策和化(hua)債舉措,謀(mou)劃推進財(cai)(cai)稅體制改(gai)革,強(qiang)化(hua)財(cai)(cai)政管(guan)理監(jian)督,為完成全年(nian)(nian)經濟社會發展主要目(mu)標任務提供(gong)了有力(li)支撐。

      有效落(luo)實存量和(he)(he)增(zeng)量財政政策。保(bao)持(chi)較大(da)財政支(zhi)(zhi)出(chu)規(gui)模(mo)(mo),全(quan)(quan)(quan)年(nian)一般公共預算支(zhi)(zhi)出(chu)超(chao)過(guo)28萬億(yi)(yi)(yi)元。順(shun)利發(fa)(fa)(fa)行(xing)1萬億(yi)(yi)(yi)元超(chao)長(chang)期(qi)特(te)別(bie)國(guo)(guo)債(zhai),加(jia)強(qiang)資(zi)金使(shi)用監(jian)(jian)管(guan)(guan)。其中(zhong),7000億(yi)(yi)(yi)元用于支(zhi)(zhi)持(chi)國(guo)(guo)家(jia)重大(da)戰略和(he)(he)重點領域安(an)全(quan)(quan)(quan)能力(li)建(jian)設(she)(she);3000億(yi)(yi)(yi)元用于支(zhi)(zhi)持(chi)大(da)規(gui)模(mo)(mo)設(she)(she)備更新(xin)和(he)(he)消費品(pin)(pin)(pin)以(yi)舊換新(xin),特(te)別(bie)是加(jia)大(da)汽(qi)車報廢(fei)更新(xin)、家(jia)電(dian)產品(pin)(pin)(pin)以(yi)舊換新(xin)補(bu)(bu)貼力(li)度,明(ming)確資(zi)金使(shi)用負面清單,讓(rang)“真金白(bai)銀(yin)”直達消費者。初步統計,汽(qi)車、家(jia)電(dian)以(yi)舊換新(xin)分別(bie)超(chao)過(guo)680萬輛、6200萬臺,帶(dai)動產品(pin)(pin)(pin)銷售額超(chao)1.3萬億(yi)(yi)(yi)元。用好2023年(nian)增(zeng)發(fa)(fa)(fa)國(guo)(guo)債(zhai)資(zi)金,支(zhi)(zhi)持(chi)地方(fang)災后恢復重建(jian)和(he)(he)提(ti)升(sheng)防災減災救災能力(li),對(dui)(dui)全(quan)(quan)(quan)部1.5萬余個(ge)項目實施(shi)全(quan)(quan)(quan)面監(jian)(jian)管(guan)(guan)。加(jia)快地方(fang)政府專項債(zhai)券發(fa)(fa)(fa)行(xing)和(he)(he)使(shi)用,擴(kuo)大(da)投向領域和(he)(he)用作(zuo)(zuo)項目資(zi)本(ben)金范圍,加(jia)強(qiang)“借、用、管(guan)(guan)、還(huan)”全(quan)(quan)(quan)流(liu)程管(guan)(guan)理(li),支(zhi)(zhi)持(chi)項目超(chao)過(guo)4萬個(ge),用作(zuo)(zuo)項目資(zi)本(ben)金超(chao)過(guo)3500億(yi)(yi)(yi)元。針對(dui)(dui)經濟(ji)運行(xing)中(zhong)的(de)新(xin)情(qing)況新(xin)問題,第(di)三季度及(ji)時研究(jiu)出(chu)臺財政增(zeng)量政策,供需兩側發(fa)(fa)(fa)力(li),加(jia)快實施(shi)進(jin)度。研究(jiu)發(fa)(fa)(fa)行(xing)特(te)別(bie)國(guo)(guo)債(zhai)支(zhi)(zhi)持(chi)國(guo)(guo)有大(da)型商業銀(yin)行(xing)補(bu)(bu)充(chong)核心一級資(zi)本(ben)。明(ming)確與(yu)取消普(pu)通住(zhu)宅和(he)(he)非普(pu)通住(zhu)宅標(biao)準相銜接的(de)稅收(shou)(shou)政策,推進(jin)專項債(zhai)券支(zhi)(zhi)持(chi)土(tu)地儲備和(he)(he)收(shou)(shou)購(gou)存量商品(pin)(pin)(pin)房(fang)用作(zuo)(zuo)保(bao)障(zhang)性(xing)住(zhu)房(fang)等工(gong)作(zuo)(zuo)。提(ti)高國(guo)(guo)家(jia)獎(jiang)助(zhu)學(xue)金資(zi)助(zhu)標(biao)準并擴(kuo)大(da)政策覆蓋面,上調國(guo)(guo)家(jia)助(zhu)學(xue)貸(dai)款額度、調減貸(dai)款利率,惠(hui)及(ji)學(xue)生3400多萬人次。國(guo)(guo)慶(qing)節前向1100多萬名困(kun)難群眾(zhong)發(fa)(fa)(fa)放(fang)一次性(xing)生活補(bu)(bu)助(zhu)。同時,建(jian)立(li)完善(shan)財政預期(qi)管(guan)(guan)理(li)工(gong)作(zuo)(zuo)機制,主動對(dui)(dui)外發(fa)(fa)(fa)聲,強(qiang)信心、穩預期(qi)。

      有效防范(fan)化(hua)解(jie)(jie)重點領(ling)域風險(xian)。多渠道統籌(chou)化(hua)債(zhai)(zhai)(zhai)資(zi)(zi)源,推進(jin)落實(shi)一攬(lan)子(zi)化(hua)債(zhai)(zhai)(zhai)方案(an)。按(an)照黨中央決策(ce)(ce)部(bu)署,在明(ming)確2029年(nian)(nian)及以后年(nian)(nian)度到(dao)期的棚戶區改(gai)造隱性(xing)(xing)債(zhai)(zhai)(zhai)務(wu)(wu)仍按(an)原合(he)同約(yue)定(ding)(ding)履行(xing)(xing)償還責任、安排(pai)4000億(yi)(yi)(yi)元地(di)(di)方債(zhai)(zhai)(zhai)務(wu)(wu)結存限額(e)補充地(di)(di)方政府綜合(he)財(cai)力、連續5年(nian)(nian)每年(nian)(nian)安排(pai)8000億(yi)(yi)(yi)元新(xin)增專(zhuan)(zhuan)項(xiang)債(zhai)(zhai)(zhai)券用(yong)于補充政府性(xing)(xing)基(ji)金(jin)財(cai)力等(deng)化(hua)債(zhai)(zhai)(zhai)支(zhi)持政策(ce)(ce)基(ji)礎上,經(jing)報全國人大(da)常委會批準,中央財(cai)政進(jin)一步加(jia)大(da)化(hua)債(zhai)(zhai)(zhai)支(zhi)持力度,增加(jia)6萬(wan)(wan)億(yi)(yi)(yi)元地(di)(di)方政府債(zhai)(zhai)(zhai)務(wu)(wu)限額(e)置(zhi)(zhi)換(huan)存量(liang)隱性(xing)(xing)債(zhai)(zhai)(zhai)務(wu)(wu),總(zong)(zong)額(e)一次報批、分(fen)配(pei)一次到(dao)位、分(fen)年(nian)(nian)安排(pai)實(shi)施,履行(xing)(xing)法(fa)定(ding)(ding)程(cheng)序后次日即向(xiang)各地(di)(di)下達置(zhi)(zhi)換(huan)額(e)度。在政策(ce)(ce)協同發(fa)力下,2028年(nian)(nian)年(nian)(nian)底前地(di)(di)方需(xu)化(hua)解(jie)(jie)的隱性(xing)(xing)債(zhai)(zhai)(zhai)務(wu)(wu)總(zong)(zong)額(e)從14.3萬(wan)(wan)億(yi)(yi)(yi)元大(da)幅降(jiang)至2.3萬(wan)(wan)億(yi)(yi)(yi)元,累計可節約(yue)利息支(zhi)出約(yue)6000億(yi)(yi)(yi)元。通過召開新(xin)聞(wen)發(fa)布會、專(zhuan)(zhuan)題會議等(deng)方式(shi),加(jia)強政策(ce)(ce)宣傳和工作指導(dao),推動置(zhi)(zhi)換(huan)政策(ce)(ce)加(jia)快落實(shi)。2024年(nian)(nian)2萬(wan)(wan)億(yi)(yi)(yi)元置(zhi)(zhi)換(huan)額(e)度已全部(bu)發(fa)行(xing)(xing),基(ji)本置(zhi)(zhi)換(huan)完(wan)畢。明(ming)確地(di)(di)方政府融(rong)資(zi)(zi)平(ping)臺退(tui)出標(biao)準,分(fen)類推進(jin)融(rong)資(zi)(zi)平(ping)臺改(gai)革轉型,融(rong)資(zi)(zi)平(ping)臺數量(liang)進(jin)一步下降(jiang)。協同防范(fan)化(hua)解(jie)(jie)重大(da)金(jin)融(rong)風險(xian),嚴(yan)格審核地(di)(di)方中小金(jin)融(rong)機構風險(xian)防范(fan)化(hua)解(jie)(jie)方案(an),配(pei)合(he)處(chu)置(zhi)(zhi)一批高風險(xian)金(jin)融(rong)機構,研(yan)究制定(ding)(ding)動用(yong)公(gong)共資(zi)(zi)源支(zhi)持處(chu)置(zhi)(zhi)地(di)(di)方金(jin)融(rong)風險(xian)的條件、標(biao)準和程(cheng)序。疊加(jia)運(yun)用(yong)地(di)(di)方政府專(zhuan)(zhuan)項(xiang)債(zhai)(zhai)(zhai)券、專(zhuan)(zhuan)項(xiang)資(zi)(zi)金(jin)、稅(shui)收(shou)政策(ce)(ce)等(deng)工具,助力房地(di)(di)產市場止(zhi)跌回(hui)穩。

      深化(hua)財(cai)(cai)(cai)(cai)稅(shui)(shui)體制(zhi)(zhi)改(gai)革。抓(zhua)好黨的(de)二十屆三中全(quan)會精神貫徹落實(shi)(shi),制(zhi)(zhi)定深化(hua)財(cai)(cai)(cai)(cai)稅(shui)(shui)體制(zhi)(zhi)改(gai)革實(shi)(shi)施方案,穩步推進(jin)預(yu)算、稅(shui)(shui)制(zhi)(zhi)、財(cai)(cai)(cai)(cai)政體制(zhi)(zhi)等改(gai)革。研究起草健(jian)全(quan)現(xian)代(dai)預(yu)算制(zhi)(zhi)度(du)、完善(shan)財(cai)(cai)(cai)(cai)政轉(zhuan)移(yi)支(zhi)付(fu)體系等改(gai)革文件,出臺預(yu)算調劑管理暫行(xing)辦(ban)法(fa)(fa)。在(zai)財(cai)(cai)(cai)(cai)政部等16個(ge)中央(yang)部門率(lv)先(xian)開展(zhan)零(ling)基預(yu)算改(gai)革試點,加(jia)強項目梳理、評審、優(you)化(hua),推動打破支(zhi)出固化(hua)格局、提高財(cai)(cai)(cai)(cai)政資源(yuan)配(pei)置效率(lv)。建立(li)促進(jin)高質量發展(zhan)轉(zhuan)移(yi)支(zhi)付(fu)激勵約束機制(zhi)(zhi)并安排資金400億元,資金分(fen)配(pei)體現(xian)向收入(ru)(ru)大省、收入(ru)(ru)增速較(jiao)快省份傾斜(xie)的(de)導向。全(quan)面實(shi)(shi)施水資源(yuan)費改(gai)稅(shui)(shui)試點,優(you)化(hua)股權激勵個(ge)人(ren)所(suo)得稅(shui)(shui)等政策,增值(zhi)稅(shui)(shui)法(fa)(fa)正式(shi)公布,關(guan)稅(shui)(shui)法(fa)(fa)正式(shi)施行(xing)。推動在(zai)央(yang)行(xing)公開市(shi)場操作中開展(zhan)國債買賣,豐(feng)富貨(huo)幣政策工具箱。組(zu)織開展(zhan)改(gai)革實(shi)(shi)效評估,實(shi)(shi)施重大財(cai)(cai)(cai)(cai)稅(shui)(shui)政策全(quan)生命周期評價(jia),及時發現(xian)和推動解決改(gai)革和政策實(shi)(shi)施中的(de)問題。

      加(jia)強財政(zheng)(zheng)(zheng)(zheng)(zheng)管(guan)(guan)理(li)(li)(li)監(jian)(jian)督(du)。落實(shi)黨(dang)政(zheng)(zheng)(zheng)(zheng)(zheng)機(ji)(ji)關堅持過(guo)(guo)緊日子(zi)要求,硬化(hua)預(yu)算(suan)約(yue)束,健全中(zhong)央(yang)部(bu)(bu)門過(guo)(guo)緊日子(zi)評估(gu)機(ji)(ji)制(zhi),加(jia)強對(dui)地方落實(shi)情況(kuang)的監(jian)(jian)督(du)檢查。常態化(hua)開(kai)展(zhan)預(yu)算(suan)評審和績效(xiao)評價,提(ti)高預(yu)算(suan)安排科學(xue)性(xing)和資金使用(yong)有效(xiao)性(xing)。完善(shan)預(yu)算(suan)管(guan)(guan)理(li)(li)(li)一體化(hua)系統,強化(hua)預(yu)算(suan)執(zhi)行(xing)監(jian)(jian)控和財政(zheng)(zheng)(zheng)(zheng)(zheng)運行(xing)監(jian)(jian)測(ce),對(dui)苗頭性(xing)、趨勢性(xing)問題及時預(yu)警、妥善(shan)處(chu)置。出臺實(shi)施政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)購領域三年行(xing)動方案,對(dui)6000多家代理(li)(li)(li)機(ji)(ji)構、3萬(wan)多個(ge)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)購項目進(jin)行(xing)檢查,優化(hua)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)采(cai)購領域營商環(huan)境。發布(bu)財政(zheng)(zheng)(zheng)(zheng)(zheng)總會(hui)計(ji)核算(suan)規(gui)范,組(zu)織(zhi)(zhi)各(ge)地區各(ge)部(bu)(bu)門全面開(kai)展(zhan)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)財務(wu)報(bao)告(gao)編制(zhi)工作(zuo)。深入開(kai)展(zhan)財會(hui)監(jian)(jian)督(du)專項行(xing)動,查處(chu)一批突出問題,推動整改(gai)問責,建立健全長效(xiao)機(ji)(ji)制(zhi)。繼續對(dui)注冊會(hui)計(ji)師、代理(li)(li)(li)記賬行(xing)業(ye)(ye)違法違規(gui)行(xing)為進(jin)行(xing)專項整治(zhi),加(jia)強對(dui)會(hui)計(ji)師事務(wu)所(suo)執(zhi)業(ye)(ye)質量(liang)(liang)、資產(chan)(chan)(chan)評估(gu)機(ji)(ji)構執(zhi)業(ye)(ye)質量(liang)(liang)和企業(ye)(ye)會(hui)計(ji)信息質量(liang)(liang)的監(jian)(jian)督(du),嚴(yan)(yan)厲打擊財務(wu)造假。完成會(hui)計(ji)法修改(gai),制(zhi)定注冊會(hui)計(ji)師行(xing)業(ye)(ye)嚴(yan)(yan)重失信主體名單管(guan)(guan)理(li)(li)(li)、會(hui)計(ji)師事務(wu)所(suo)數(shu)(shu)據(ju)安全管(guan)(guan)理(li)(li)(li)等(deng)制(zhi)度。落實(shi)政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)債(zhai)務(wu)管(guan)(guan)理(li)(li)(li)情況(kuang)報(bao)告(gao)制(zhi)度,向全國(guo)人(ren)大常委會(hui)報(bao)告(gao)2023年度政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)債(zhai)務(wu)管(guan)(guan)理(li)(li)(li)情況(kuang)。印(yin)發中(zhong)央(yang)行(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)事業(ye)(ye)單位國(guo)有資產(chan)(chan)(chan)使用(yong)管(guan)(guan)理(li)(li)(li)辦(ban)法,完成年度國(guo)有資產(chan)(chan)(chan)報(bao)告(gao)工作(zuo)。完善(shan)數(shu)(shu)據(ju)資產(chan)(chan)(chan)管(guan)(guan)理(li)(li)(li)制(zhi)度,組(zu)織(zhi)(zhi)部(bu)(bu)分中(zhong)央(yang)部(bu)(bu)門、中(zhong)央(yang)企業(ye)(ye)、地方財政(zheng)(zheng)(zheng)(zheng)(zheng)部(bu)(bu)門開(kai)展(zhan)數(shu)(shu)據(ju)資產(chan)(chan)(chan)全過(guo)(guo)程管(guan)(guan)理(li)(li)(li)試點。

      總的看,2024年預算執行情況較(jiao)好,積極的財政政策實施有力,各(ge)項(xiang)財政工作取(qu)得新的進展(zhan)(zhan),為推動經濟回升(sheng)向好和高(gao)質量發展(zhan)(zhan)發揮了(le)重要(yao)作用。這根本在(zai)于習(xi)(xi)近(jin)平(ping)總書記(ji)領航掌舵(duo),在(zai)于習(xi)(xi)近(jin)平(ping)新時代中國(guo)(guo)特(te)色社會主義(yi)思想科學指(zhi)引,是(shi)以習(xi)(xi)近(jin)平(ping)同志為核心(xin)的黨中央堅強領導的結果(guo),是(shi)全國(guo)(guo)人(ren)大加強審查(cha)監督(du)、全國(guo)(guo)政協(xie)加強民主監督(du)的結果(guo),是(shi)各(ge)地區各(ge)部門和全國(guo)(guo)各(ge)族人(ren)民共同努力的結果(guo)。

      同時,預算(suan)執(zhi)行(xing)和(he)財(cai)(cai)政(zheng)工作中(zhong)還存在(zai)(zai)一(yi)些困難(nan)和(he)不(bu)足(zu),主要是:受多重因素影(ying)響,稅收(shou)收(shou)入(ru)下滑(hua),土地出讓收(shou)入(ru)繼續回(hui)落(luo),一(yi)些地方財(cai)(cai)政(zheng)收(shou)支(zhi)矛盾較為突出。有(you)的政(zheng)府(fu)(fu)投(tou)資(zi)項(xiang)目(mu)前期工作不(bu)夠扎實,投(tou)向和(he)結構還有(you)優化空間(jian),政(zheng)府(fu)(fu)投(tou)資(zi)對(dui)民間(jian)資(zi)本帶動作用(yong)需(xu)要加強。財(cai)(cai)政(zheng)科(ke)學管(guan)理水平有(you)待(dai)提升,預算(suan)績效(xiao)管(guan)理存在(zai)(zai)薄(bo)弱環節(jie),項(xiang)目(mu)支(zhi)出標(biao)準(zhun)體(ti)系(xi)不(bu)夠健全(quan)(quan),一(yi)些預算(suan)單位在(zai)(zai)資(zi)金(jin)使用(yong)、財(cai)(cai)務(wu)會(hui)計、資(zi)產管(guan)理等方面不(bu)夠規范(fan)(fan)、不(bu)夠精細,資(zi)金(jin)資(zi)產資(zi)源的統籌(chou)力度和(he)使用(yong)效(xiao)益需(xu)要進(jin)一(yi)步提高(gao)。地方政(zheng)府(fu)(fu)債務(wu)長效(xiao)監(jian)管(guan)機制有(you)待(dai)建立健全(quan)(quan),防范(fan)(fan)新(xin)增(zeng)隱性債務(wu)、化債不(bu)實、挪(nuo)用(yong)專項(xiang)債券資(zi)金(jin)等任(ren)務(wu)依然很重。違反財(cai)(cai)經紀律行(xing)為屢禁不(bu)止,財(cai)(cai)會(hui)監(jian)督(du)力度仍需(xu)持續加大。我們(men)高(gao)度重視(shi)這些問題(ti),將積極采取措施解(jie)決。

      二、2025年中央和地方預算草案

      2025年(nian)(nian)是(shi)“十四五”規(gui)劃收(shou)官之年(nian)(nian),做(zuo)好預算編制和(he)(he)財(cai)政工作意義重(zhong)(zhong)大。要按照黨中央、國務院(yuan)決策部署,堅持(chi)穩中求(qiu)進、以進促(cu)穩,守正創新(xin)、先立后破(po),系(xi)統集成、協同配合(he),統籌好有效市場和(he)(he)有為政府、總供給和(he)(he)總需求(qiu)、培育(yu)新(xin)動(dong)能(neng)和(he)(he)更新(xin)舊動(dong)能(neng)、做(zuo)優增量(liang)和(he)(he)盤(pan)活存量(liang)、提升(sheng)質(zhi)量(liang)和(he)(he)做(zuo)大總量(liang)等重(zhong)(zhong)要關系(xi),實施更加積極(ji)有為的(de)宏觀政策,強化財(cai)政政策與貨幣、就業、產業、區域、貿易、環保、監管等政策和(he)(he)改革(ge)開(kai)放舉措的(de)協調配合(he),破(po)解(jie)發展(zhan)難(nan)題、厚植發展(zhan)優勢,推動(dong)我國經濟(ji)沿著高(gao)質(zhi)量(liang)發展(zhan)軌道(dao)前行。

      (一)2025年財政收(shou)支形勢分(fen)析

      (四)2025年(nian)一般公共預(yu)算收入(ru)預(yu)計(ji)和支(zhi)出安排

      1.中央一般(ban)公共(gong)預算(suan)

      中央一(yi)般(ban)公共(gong)預(yu)算(suan)收入96960億(yi)(yi)(yi)元(yuan),比2024年執行(xing)數下降3.5%(剔(ti)除一(yi)次性因(yin)素后增長(chang)(chang)2.1%)。加(jia)上(shang)從中央預(yu)算(suan)穩定調(diao)節(jie)基金調(diao)入1000億(yi)(yi)(yi)元(yuan)、從中央國有(you)資本經營預(yu)算(suan)調(diao)入900億(yi)(yi)(yi)元(yuan),收入總量為98860億(yi)(yi)(yi)元(yuan)。中央一(yi)般(ban)公共(gong)預(yu)算(suan)支出147460億(yi)(yi)(yi)元(yuan),增長(chang)(chang)4.5%。收支總量相(xiang)抵,中央財政赤字48600億(yi)(yi)(yi)元(yuan),比2024年增加(jia)15200億(yi)(yi)(yi)元(yuan),通過(guo)發(fa)行(xing)國債彌補。

      2025年中(zhong)(zhong)央(yang)一般(ban)公共預算支出(chu)分中(zhong)(zhong)央(yang)本級支出(chu)、對地方轉移支付、中(zhong)(zhong)央(yang)預備費反(fan)映。

      (1)中央(yang)(yang)本級支(zhi)(zhi)(zhi)出(chu)(chu)43545億(yi)元(yuan),增(zeng)長(chang)(chang)(chang)(chang)(chang)6.9%,扣除(chu)重(zhong)點保障(zhang)支(zhi)(zhi)(zhi)出(chu)(chu)后(hou)零增(zeng)長(chang)(chang)(chang)(chang)(chang)。堅持(chi)有保有壓(ya),嚴格落實(shi)黨(dang)政機(ji)關堅持(chi)過緊日子要(yao)求,嚴控一般性支(zhi)(zhi)(zhi)出(chu)(chu),重(zhong)點保障(zhang)國(guo)防武警(jing)支(zhi)(zhi)(zhi)出(chu)(chu)、科技教育支(zhi)(zhi)(zhi)出(chu)(chu)、中央(yang)(yang)儲備支(zhi)(zhi)(zhi)出(chu)(chu)、國(guo)債發(fa)行付息支(zhi)(zhi)(zhi)出(chu)(chu)。主要(yao)支(zhi)(zhi)(zhi)出(chu)(chu)項目具體情況是:外交支(zhi)(zhi)(zhi)出(chu)(chu)645.06億(yi)元(yuan),增(zeng)長(chang)(chang)(chang)(chang)(chang)8.4%;國(guo)防支(zhi)(zhi)(zhi)出(chu)(chu)17846.65億(yi)元(yuan),增(zeng)長(chang)(chang)(chang)(chang)(chang)7.2%;公共安全支(zhi)(zhi)(zhi)出(chu)(chu)2428.28億(yi)元(yuan),增(zeng)長(chang)(chang)(chang)(chang)(chang)7.3%;教育支(zhi)(zhi)(zhi)出(chu)(chu)1744.43億(yi)元(yuan),增(zeng)長(chang)(chang)(chang)(chang)(chang)5%;科學技術支(zhi)(zhi)(zhi)出(chu)(chu)3981.19億(yi)元(yuan),增(zeng)長(chang)(chang)(chang)(chang)(chang)10%;糧油物資儲備支(zhi)(zhi)(zhi)出(chu)(chu)1316.6億(yi)元(yuan),增(zeng)長(chang)(chang)(chang)(chang)(chang)6.1%;債務付息支(zhi)(zhi)(zhi)出(chu)(chu)8345.5億(yi)元(yuan),增(zeng)長(chang)(chang)(chang)(chang)(chang)10.2%。

      (2)對地方轉移支付103415億(yi)元(yuan),剔(ti)除通過2023年增發國(guo)債(zhai)結轉2024年資金安排的災(zai)后恢復重建和提升防(fang)災(zai)減災(zai)救災(zai)能(neng)力補助資金等一次性因素后,同口徑增長8.4%。

      (3)中央(yang)預備費500億元,與2024年持(chi)平(ping)。執行中根據實(shi)際(ji)用(yong)途分別計入中央(yang)本(ben)級支出和對(dui)地方轉移支付。

      2.地方一般公共預算

      地方一(yi)(yi)般公共預算本(ben)級收入(ru)122890億(yi)(yi)元,增長(chang)3%。加上(shang)中央對地方轉(zhuan)移支(zhi)(zhi)付收入(ru)103415億(yi)(yi)元、地方財政調入(ru)資(zi)金及使用結轉(zhuan)結余18655億(yi)(yi)元,收入(ru)總量為244960億(yi)(yi)元。地方一(yi)(yi)般公共預算支(zhi)(zhi)出252960億(yi)(yi)元,增長(chang)3.7%。地方財政赤字8000億(yi)(yi)元,比2024年增加800億(yi)(yi)元,通過發(fa)行地方政府一(yi)(yi)般債券彌補。

      3.全(quan)國(guo)一般公共預(yu)算

      匯總(zong)中央和地(di)方預(yu)算(suan),全國一(yi)般(ban)公共預(yu)算(suan)收(shou)入(ru)(ru)(ru)219850億(yi)元(yuan)(yuan)(yuan)(yuan),增長0.1%,其中稅(shui)(shui)收(shou)收(shou)入(ru)(ru)(ru)181460億(yi)元(yuan)(yuan)(yuan)(yuan),增長3.7%;非稅(shui)(shui)收(shou)入(ru)(ru)(ru)38390億(yi)元(yuan)(yuan)(yuan)(yuan),下(xia)降14.2%,主要是(shi)一(yi)次性收(shou)入(ru)(ru)(ru)減少。加上調入(ru)(ru)(ru)資(zi)金(jin)及使(shi)用結(jie)轉結(jie)余20555億(yi)元(yuan)(yuan)(yuan)(yuan),收(shou)入(ru)(ru)(ru)總(zong)量為240405億(yi)元(yuan)(yuan)(yuan)(yuan)。全國一(yi)般(ban)公共預(yu)算(suan)支(zhi)出297005億(yi)元(yuan)(yuan)(yuan)(yuan)(含中央預(yu)備費500億(yi)元(yuan)(yuan)(yuan)(yuan)),增長4.4%。赤字56600億(yi)元(yuan)(yuan)(yuan)(yuan),比2024年增加16000億(yi)元(yuan)(yuan)(yuan)(yuan)。

      (五)2025年政府性基金預(yu)算收入預(yu)計和支(zhi)出(chu)安排

      中(zhong)(zhong)央(yang)政府(fu)性基金預算收(shou)入5083.78億元(yuan)(yuan),增長7.4%。加上上年(nian)結(jie)轉收(shou)入384.97億元(yuan)(yuan)、超長期特(te)別國債收(shou)入13000億元(yuan)(yuan)、中(zhong)(zhong)央(yang)金融機構注(zhu)資(zi)特(te)別國債收(shou)入5000億元(yuan)(yuan),收(shou)入總(zong)量為23468.75億元(yuan)(yuan)。中(zhong)(zhong)央(yang)政府(fu)性基金預算支出23468.75億元(yuan)(yuan),其中(zhong)(zhong),本級(ji)支出10787.72億元(yuan)(yuan),對地(di)方轉移(yi)支付12681.03億元(yuan)(yuan)。

      地(di)方政府性基(ji)金預(yu)算本級收(shou)入(ru)(ru)57415.31億元,增(zeng)長0.1%。加上(shang)中央政府性基(ji)金預(yu)算對地(di)方轉(zhuan)移支(zhi)付收(shou)入(ru)(ru)12681.03億元、地(di)方政府專項債務(wu)收(shou)入(ru)(ru)44000億元,收(shou)入(ru)(ru)總量為114096.34億元。地(di)方政府性基(ji)金預(yu)算支(zhi)出114096.34億元,增(zeng)長17.9%。

      匯總中(zhong)央和(he)地(di)(di)方預算,全國政府性基(ji)金預算收入(ru)62499.09億(yi)(yi)元(yuan),增長0.7%。加(jia)上上年結轉收入(ru)384.97億(yi)(yi)元(yuan)、超長期特(te)別(bie)國債(zhai)(zhai)收入(ru)13000億(yi)(yi)元(yuan)、中(zhong)央金融(rong)機構注資特(te)別(bie)國債(zhai)(zhai)收入(ru)5000億(yi)(yi)元(yuan)、地(di)(di)方政府專項債(zhai)(zhai)務收入(ru)44000億(yi)(yi)元(yuan),收入(ru)總量為124884.06億(yi)(yi)元(yuan)。全國政府性基(ji)金預算支出124884.06億(yi)(yi)元(yuan),增長23.1%。

      (六)2025年國有(you)資(zi)本經(jing)營預算收入預計和支(zhi)出(chu)安排(pai)

      中(zhong)(zhong)央國(guo)有資本經營(ying)(ying)預(yu)算(suan)收入(ru)(ru)2250.29億(yi)(yi)(yi)元,下降0.1%。加(jia)上上年結轉收入(ru)(ru)54.2億(yi)(yi)(yi)元,收入(ru)(ru)總量為(wei)2304.49億(yi)(yi)(yi)元。中(zhong)(zhong)央國(guo)有資本經營(ying)(ying)預(yu)算(suan)支出(chu)1404.49億(yi)(yi)(yi)元,下降9.7%。其中(zhong)(zhong),本級支出(chu)1370.63億(yi)(yi)(yi)元,對地方轉移(yi)支付33.86億(yi)(yi)(yi)元。調入(ru)(ru)中(zhong)(zhong)央一般公共預(yu)算(suan)900億(yi)(yi)(yi)元。

      地(di)方(fang)(fang)國有資本(ben)經(jing)營(ying)(ying)預(yu)算(suan)本(ben)級收(shou)入4077.75億(yi)(yi)元,下(xia)降10%,主(zhu)要是2024年(nian)地(di)方(fang)(fang)國有企業利潤下(xia)降。加上中(zhong)央國有資本(ben)經(jing)營(ying)(ying)預(yu)算(suan)對地(di)方(fang)(fang)轉移支付收(shou)入33.86億(yi)(yi)元,收(shou)入總量為4111.61億(yi)(yi)元。地(di)方(fang)(fang)國有資本(ben)經(jing)營(ying)(ying)預(yu)算(suan)支出1452.45億(yi)(yi)元,下(xia)降10%。調入地(di)方(fang)(fang)一般公共預(yu)算(suan)2659.16億(yi)(yi)元。

      匯總中央和地(di)方預算,全國國有資(zi)本(ben)經營(ying)預算收(shou)入6328.04億(yi)元(yuan),下降(jiang)6.7%。加上上年結(jie)轉收(shou)入54.2億(yi)元(yuan),收(shou)入總量(liang)為6382.24億(yi)元(yuan)。全國國有資(zi)本(ben)經營(ying)預算支出2823.08億(yi)元(yuan),下降(jiang)9.8%。調(diao)入一般公共預算3559.16億(yi)元(yuan)。

      (七(qi))2025年社會保險基金預(yu)算收入預(yu)計和支(zhi)出安排

      中央社(she)(she)會保(bao)險基金(jin)預(yu)算收入355.17億元(yuan),下降8.7%,主要是綜(zong)合考慮(lv)基金(jin)滾(gun)存結(jie)余等情況,2025年對基金(jin)的財(cai)政補貼(tie)相(xiang)應減少;支出385.05億元(yuan),增長5.2%。考慮(lv)全(quan)國統籌(chou)調劑資金(jin)因素(su)后,中央社(she)(she)會保(bao)險基金(jin)預(yu)算本年收支缺口29.88億元(yuan),年末滾(gun)存結(jie)余28.5億元(yuan)。

      地方(fang)社會保險基金(jin)預算收入124115.67億元,增(zeng)長(chang)4.7%;支出(chu)112990.72億元,增(zeng)長(chang)6.9%。考慮全國(guo)統籌調(diao)劑資(zi)金(jin)因素(su)后,本年收支結余(yu)11125.65億元,年末滾存結余(yu)154438.87億元。

      匯總中央(yang)和地方預(yu)算(suan)(suan),考慮全(quan)國統籌調劑資金(jin)因素后,全(quan)國社會(hui)保(bao)(bao)險(xian)基金(jin)預(yu)算(suan)(suan)收(shou)入(ru)124471.54億元(yuan),增(zeng)長4.6%,其中,保(bao)(bao)險(xian)費(fei)收(shou)入(ru)90492.1億元(yuan),財政補貼收(shou)入(ru)29123.98億元(yuan)。全(quan)國社會(hui)保(bao)(bao)險(xian)基金(jin)預(yu)算(suan)(suan)支出113375.77億元(yuan),增(zeng)長6.9%。本年收(shou)支結余11095.77億元(yuan),年末滾(gun)存結余154468.07億元(yuan)。

      2025年(nian),國(guo)債限(xian)額(e)418608.35億元;地(di)方(fang)政府一般債務限(xian)額(e)180689.22億元、專(zhuan)項債務限(xian)額(e)399185.08億元。

      預(yu)算具體安排及相(xiang)關說明見《中華人(ren)(ren)民共和國(guo)2024年全國(guo)預(yu)算執行情(qing)況2025年全國(guo)預(yu)算(草案)》。需(xu)要說明的是(shi),地(di)(di)方預(yu)算由地(di)(di)方各級人(ren)(ren)民政府編制,報(bao)本級人(ren)(ren)民代(dai)表大會(hui)批(pi)準,目前(qian)尚在匯總(zong)中,本報(bao)告(gao)中地(di)(di)方收入預(yu)計數和支出安排數均為(wei)中央財政代(dai)編數。

      根據(ju)預(yu)(yu)算(suan)法規(gui)定(ding)(ding),預(yu)(yu)算(suan)年(nian)(nian)度開始后,在全國人(ren)民代表大會批準本(ben)預(yu)(yu)算(suan)草案前,可安排(pai)下列支(zhi)(zhi)(zhi)(zhi)出(chu):上(shang)一(yi)年(nian)(nian)度結轉(zhuan)的支(zhi)(zhi)(zhi)(zhi)出(chu);參照上(shang)一(yi)年(nian)(nian)同期的預(yu)(yu)算(suan)支(zhi)(zhi)(zhi)(zhi)出(chu)數額安排(pai)必(bi)須支(zhi)(zhi)(zhi)(zhi)付(fu)(fu)的本(ben)年(nian)(nian)度部門(men)基(ji)本(ben)支(zhi)(zhi)(zhi)(zhi)出(chu)、項目支(zhi)(zhi)(zhi)(zhi)出(chu),以及(ji)對下級政府(fu)的轉(zhuan)移性支(zhi)(zhi)(zhi)(zhi)出(chu);法律(lv)規(gui)定(ding)(ding)必(bi)須履(lv)行支(zhi)(zhi)(zhi)(zhi)付(fu)(fu)義務的支(zhi)(zhi)(zhi)(zhi)出(chu),以及(ji)用于自然災(zai)害(hai)等突發事件(jian)處理的支(zhi)(zhi)(zhi)(zhi)出(chu)。根據(ju)上(shang)述規(gui)定(ding)(ding),結合(he)中(zhong)央部門(men)和地方(fang)(fang)實際支(zhi)(zhi)(zhi)(zhi)出(chu)需要,中(zhong)央財政安排(pai)了部分本(ben)級支(zhi)(zhi)(zhi)(zhi)出(chu)及(ji)對地方(fang)(fang)轉(zhuan)移支(zhi)(zhi)(zhi)(zhi)付(fu)(fu)。2025年(nian)(nian)1月中(zhong)央一(yi)般公共預(yu)(yu)算(suan)支(zhi)(zhi)(zhi)(zhi)出(chu)17597億(yi)元,其中(zhong),中(zhong)央本(ben)級支(zhi)(zhi)(zhi)(zhi)出(chu)2711億(yi)元,對地方(fang)(fang)轉(zhuan)移支(zhi)(zhi)(zhi)(zhi)付(fu)(fu)14886億(yi)元。

      三、扎實做好2025年財政改革發展工作

      (一)落實黨(dang)政機關堅持過緊日子要(yao)求

      堅持艱苦奮斗、勤(qin)儉(jian)節約(yue)的(de)傳統美德和優良作(zuo)風,黨(dang)政(zheng)(zheng)機(ji)關把過緊日(ri)子作(zuo)為習慣(guan)和常(chang)態,勤(qin)儉(jian)辦一切(qie)事(shi)業,騰出更(geng)多財政(zheng)(zheng)資(zi)源用于發(fa)展(zhan)經(jing)濟、改善民生(sheng)。政(zheng)(zheng)府各(ge)項(xiang)開支要精(jing)打細算,從(cong)嚴控制(zhi)“三公(gong)”經(jing)費(fei)以及會議費(fei)、培(pei)訓費(fei)、差旅(lv)費(fei)、辦公(gong)經(jing)費(fei)等支出,嚴格限(xian)制(zhi)樓堂館所新建、修(xiu)繕和裝修(xiu),加(jia)強對(dui)(dui)政(zheng)(zheng)府采購、新增(zeng)資(zi)產(chan)配(pei)置的(de)管(guan)理,推(tui)(tui)動精(jing)簡規范節慶、展(zhan)會、論壇等活(huo)(huo)動。強化對(dui)(dui)新出臺(tai)重大(da)政(zheng)(zheng)策(ce)、項(xiang)目事(shi)前績(ji)效(xiao)評(ping)(ping)估,高(gao)質量開展(zhan)績(ji)效(xiao)評(ping)(ping)價,加(jia)大(da)評(ping)(ping)價結果運用力(li)度(du),對(dui)(dui)低效(xiao)無效(xiao)項(xiang)目予以取(qu)消(xiao)或壓縮(suo),形(xing)成評(ping)(ping)價、整改、提(ti)升(sheng)的(de)良性循環。加(jia)強行政(zheng)(zheng)事(shi)業單位國(guo)有資(zi)產(chan)全(quan)(quan)生(sheng)命周(zhou)期(qi)管(guan)理,發(fa)揮全(quan)(quan)國(guo)調(diao)劑共(gong)享平(ping)臺(tai)作(zuo)用,嚴控新增(zeng)資(zi)產(chan)配(pei)置,盤活(huo)(huo)用好存量資(zi)產(chan)。健全(quan)(quan)國(guo)有資(zi)產(chan)報(bao)告制(zhi)度(du),進一步提(ti)升(sheng)國(guo)有資(zi)產(chan)管(guan)理水平(ping)。加(jia)大(da)對(dui)(dui)黨(dang)政(zheng)(zheng)機(ji)關過緊日(ri)子落(luo)實情況(kuang)的(de)監(jian)督檢查力(li)度(du),推(tui)(tui)進預算執(zhi)行常(chang)態化監(jian)督,堵塞管(guan)理漏洞,不斷完善制(zhi)度(du)機(ji)制(zhi)。

      (二)推進財(cai)政科學(xue)管理

      組織開(kai)展(zhan)財(cai)政(zheng)科學管(guan)(guan)理試點,圍(wei)繞重大財(cai)稅改革任務和財(cai)政(zheng)管(guan)(guan)理重點工(gong)(gong)作,充分(fen)調動地方積極性,探(tan)索財(cai)政(zheng)科學管(guan)(guan)理的(de)新路子。在管(guan)(guan)理的(de)系(xi)統(tong)化(hua)上(shang)下功夫,從(cong)財(cai)政(zheng)支(zhi)出(chu)源(yuan)頭(tou)著手,把財(cai)政(zheng)管(guan)(guan)理從(cong)源(yuan)頭(tou)貫通到(dao)末(mo)端、從(cong)財(cai)政(zheng)部(bu)(bu)(bu)門擴展(zhan)到(dao)所有預算部(bu)(bu)(bu)門,構建(jian)橫向到(dao)邊、縱向到(dao)底的(de)管(guan)(guan)理體系(xi)。在管(guan)(guan)理的(de)精細化(hua)上(shang)下功夫,對業務全流程各(ge)(ge)環節進行(xing)優化(hua),通過內部(bu)(bu)(bu)控制、信息化(hua)等手段,嚴格(ge)把控工(gong)(gong)作細節,切實改變部(bu)(bu)(bu)分(fen)領域粗放管(guan)(guan)理模(mo)式。在管(guan)(guan)理的(de)標準化(hua)上(shang)下功夫,動態完善項目支(zhi)出(chu)、政(zheng)府采購、資產配置等各(ge)(ge)方面標準,做到(dao)有規(gui)可依(yi)、標準清(qing)晰、約(yue)束有力。在管(guan)(guan)理的(de)法(fa)(fa)治(zhi)化(hua)上(shang)下功夫,推動形成(cheng)系(xi)統(tong)完備的(de)財(cai)政(zheng)法(fa)(fa)律規(gui)范體系(xi),堅持依(yi)法(fa)(fa)理財(cai)、依(yi)法(fa)(fa)行(xing)政(zheng),更好運用法(fa)(fa)治(zhi)思維(wei)和法(fa)(fa)治(zhi)方式推進財(cai)政(zheng)工(gong)(gong)作。

      (三)深化財(cai)稅體制改革

      按照(zhao)黨的二十屆(jie)三(san)中全會(hui)關于深(shen)(shen)化(hua)財(cai)(cai)稅(shui)體制(zhi)(zhi)(zhi)改(gai)革(ge)(ge)的部署,加(jia)快落實各(ge)項改(gai)革(ge)(ge)任務。研(yan)究(jiu)制(zhi)(zhi)(zhi)定關于健全現代預(yu)算(suan)制(zhi)(zhi)(zhi)度(du)(du)的意見,加(jia)強預(yu)算(suan)管理各(ge)項制(zhi)(zhi)(zhi)度(du)(du)舉(ju)措的系(xi)統集成、協(xie)同高效(xiao)。完善(shan)財(cai)(cai)政(zheng)轉移(yi)支付(fu)體系(xi),清理規范專項轉移(yi)支付(fu),增(zeng)加(jia)一般性轉移(yi)支付(fu)。深(shen)(shen)入(ru)開(kai)展(zhan)中央部門零基(ji)預(yu)算(suan)改(gai)革(ge)(ge)試點,支持地(di)(di)方(fang)(fang)深(shen)(shen)化(hua)零基(ji)預(yu)算(suan)改(gai)革(ge)(ge)。推進(jin)(jin)支出(chu)標(biao)準(zhun)(zhun)體系(xi)建(jian)設,強化(hua)支出(chu)標(biao)準(zhun)(zhun)約束作用。完善(shan)重大政(zheng)策評(ping)估機(ji)制(zhi)(zhi)(zhi),加(jia)強財(cai)(cai)政(zheng)承(cheng)受(shou)能(neng)力評(ping)估。嚴控財(cai)(cai)政(zheng)供養人員規模。健全預(yu)算(suan)公開(kai)和(he)監督(du)制(zhi)(zhi)(zhi)度(du)(du),增(zeng)強財(cai)(cai)政(zheng)透明度(du)(du)。研(yan)究(jiu)同新業(ye)態(tai)相(xiang)適應的稅(shui)收制(zhi)(zhi)(zhi)度(du)(du)。圍繞(rao)增(zeng)加(jia)地(di)(di)方(fang)(fang)自主財(cai)(cai)力,適當擴大地(di)(di)方(fang)(fang)稅(shui)收管理權限(xian),深(shen)(shen)化(hua)地(di)(di)方(fang)(fang)附加(jia)稅(shui)改(gai)革(ge)(ge)研(yan)究(jiu),加(jia)快推進(jin)(jin)部分品目消費(fei)稅(shui)征收環節后移(yi)并下劃地(di)(di)方(fang)(fang)。優(you)化(hua)增(zeng)值稅(shui)留(liu)抵退稅(shui)政(zheng)策,穩步推進(jin)(jin)規范稅(shui)收優(you)惠政(zheng)策工作。深(shen)(shen)入(ru)推進(jin)(jin)省以下財(cai)(cai)政(zheng)體制(zhi)(zhi)(zhi)改(gai)革(ge)(ge),提高市縣財(cai)(cai)政(zheng)保障能(neng)力。

      (四)兜牢基層“三保”底線

      始(shi)終把“三(san)(san)保(bao)(bao)”擺在財(cai)政工作優先位(wei)置(zhi),嚴(yan)(yan)格落實分級保(bao)(bao)障(zhang)責任(ren),健(jian)全縣級為主、市級幫扶(fu)(兜底)、省級兜底的責任(ren)體系。研究制(zhi)定(ding)“三(san)(san)保(bao)(bao)”清單,合(he)(he)理確(que)定(ding)“三(san)(san)保(bao)(bao)”范(fan)圍標準,確(que)保(bao)(bao)既(ji)符合(he)(he)當前實際(ji),又(you)長期可持續(xu)。足額(e)安(an)排“三(san)(san)保(bao)(bao)”支(zhi)出預(yu)(yu)算(suan),加強預(yu)(yu)算(suan)執行管控(kong)和庫(ku)款(kuan)調度(du),優先保(bao)(bao)障(zhang)“三(san)(san)保(bao)(bao)”支(zhi)出,特別是發(fa)放(fang)到個人的保(bao)(bao)基(ji)本民生和保(bao)(bao)工資支(zhi)出。嚴(yan)(yan)禁(jin)無預(yu)(yu)算(suan)、超預(yu)(yu)算(suan)撥付資金,嚴(yan)(yan)格控(kong)制(zhi)新增暫付性款(kuan)項。動態監(jian)測地方(fang)財(cai)政運行,強化風險(xian)預(yu)(yu)警,完(wan)善應急處置(zhi)機制(zhi),及(ji)時防范(fan)化解“三(san)(san)保(bao)(bao)”風險(xian)。

      (五)防范化解地方政府債務風險

      堅持(chi)在發展中化(hua)(hua)(hua)債(zhai)、在化(hua)(hua)(hua)債(zhai)中發展,指(zhi)導地方(fang)完善(shan)和(he)(he)(he)落(luo)實一攬子化(hua)(hua)(hua)債(zhai)方(fang)案。做好地方(fang)政(zheng)(zheng)(zheng)府(fu)(fu)存量隱(yin)(yin)性債(zhai)務(wu)置(zhi)換工作,區分輕重緩急(ji),統(tong)籌好置(zhi)換債(zhai)務(wu)優先序和(he)(he)(he)各年度置(zhi)換安排,加強再(zai)融(rong)(rong)資(zi)債(zhai)券投(tou)向管理、過(guo)(guo)程管理,嚴防(fang)政(zheng)(zheng)(zheng)策執(zhi)行(xing)走偏和(he)(he)(he)道德(de)風險(xian)。將(jiang)不(bu)(bu)新增隱(yin)(yin)性債(zhai)務(wu)作為(wei)(wei)“鐵(tie)的(de)紀律”,強化(hua)(hua)(hua)政(zheng)(zheng)(zheng)府(fu)(fu)支出事(shi)項和(he)(he)(he)政(zheng)(zheng)(zheng)府(fu)(fu)投(tou)資(zi)項目預算管理,對違規舉債(zhai)、虛(xu)假化(hua)(hua)(hua)債(zhai)等(deng)行(xing)為(wei)(wei)嚴肅(su)追責(ze)問責(ze),防(fang)止前清后欠。將(jiang)隱(yin)(yin)性債(zhai)務(wu)置(zhi)換與地方(fang)政(zheng)(zheng)(zheng)府(fu)(fu)融(rong)(rong)資(zi)平(ping)臺轉型結合起來(lai),加快剝離平(ping)臺的(de)政(zheng)(zheng)(zheng)府(fu)(fu)融(rong)(rong)資(zi)功能,推動隱(yin)(yin)性債(zhai)務(wu)風險(xian)化(hua)(hua)(hua)解和(he)(he)(he)平(ping)臺市(shi)場化(hua)(hua)(hua)轉型。嚴禁(jin)通過(guo)(guo)各類企事(shi)業(ye)單位新增隱(yin)(yin)性債(zhai)務(wu),不(bu)(bu)得通過(guo)(guo)各種方(fang)式將(jiang)企事(shi)業(ye)單位異化(hua)(hua)(hua)為(wei)(wei)融(rong)(rong)資(zi)平(ping)臺,不(bu)(bu)得以各種名義新設(she)融(rong)(rong)資(zi)平(ping)臺。健全地方(fang)債(zhai)務(wu)監(jian)測體系和(he)(he)(he)政(zheng)(zheng)(zheng)府(fu)(fu)債(zhai)務(wu)風險(xian)指(zhi)標(biao)體系,推動建立統(tong)一的(de)地方(fang)政(zheng)(zheng)(zheng)府(fu)(fu)債(zhai)務(wu)長效監(jian)管制度。

      (六)加大財會監督力度

      圍(wei)繞“加(jia)強(qiang)(qiang)、聚(ju)焦、優化”,依(yi)法(fa)依(yi)規開(kai)(kai)展財(cai)會(hui)(hui)(hui)(hui)監(jian)(jian)(jian)督(du)(du),增強(qiang)(qiang)監(jian)(jian)(jian)督(du)(du)的權威性(xing)、有效性(xing)。把推動黨中央(yang)、國(guo)務院重大(da)決策部(bu)署貫(guan)徹(che)落實作為財(cai)會(hui)(hui)(hui)(hui)監(jian)(jian)(jian)督(du)(du)工(gong)作首要任務,聚(ju)焦財(cai)經領域(yu)多發、高發、易發問題和突出矛盾,深入(ru)開(kai)(kai)展財(cai)會(hui)(hui)(hui)(hui)監(jian)(jian)(jian)督(du)(du)專(zhuan)項行(xing)動,強(qiang)(qiang)化對(dui)財(cai)稅政(zheng)策執行(xing)和財(cai)政(zheng)資金(jin)使用管(guan)理(li)(li)(li)的監(jian)(jian)(jian)管(guan),加(jia)大(da)通報問責和處(chu)理(li)(li)(li)處(chu)罰力度,進一步(bu)維護財(cai)經紀律和市場經濟秩序。貫(guan)徹(che)實施新修改(gai)的會(hui)(hui)(hui)(hui)計法(fa),加(jia)快修改(gai)注冊(ce)會(hui)(hui)(hui)(hui)計師(shi)法(fa),加(jia)強(qiang)(qiang)對(dui)會(hui)(hui)(hui)(hui)計師(shi)事(shi)務所(suo)、資產評估機構(gou)、代理(li)(li)(li)記賬機構(gou)等中介機構(gou)執業質量監(jian)(jian)(jian)督(du)(du),強(qiang)(qiang)化行(xing)業日常監(jian)(jian)(jian)管(guan)和信(xin)用管(guan)理(li)(li)(li),嚴厲打(da)擊財(cai)務會(hui)(hui)(hui)(hui)計違法(fa)違規行(xing)為。統籌推進財(cai)會(hui)(hui)(hui)(hui)監(jian)(jian)(jian)督(du)(du)領域(yu)法(fa)治(zhi)建(jian)(jian)設、隊伍建(jian)(jian)設、信(xin)息化建(jian)(jian)設,優化財(cai)會(hui)(hui)(hui)(hui)監(jian)(jian)(jian)督(du)(du)與其(qi)他各類監(jian)(jian)(jian)督(du)(du)貫(guan)通協調(diao)工(gong)作機制。

      財(cai)政(zheng)(zheng)部門將自覺踐行全過程人(ren)民(min)民(min)主(zhu)(zhu),積極主(zhu)(zhu)動接受人(ren)大(da)監督指導,配合(he)做(zuo)好預(yu)算法(fa)(fa)(fa)、消費(fei)稅法(fa)(fa)(fa)、政(zheng)(zheng)府采(cai)購法(fa)(fa)(fa)、稅收征(zheng)收管理(li)法(fa)(fa)(fa)等立(li)法(fa)(fa)(fa)修法(fa)(fa)(fa),以及對政(zheng)(zheng)府預(yu)算全口徑審查和全過程監管、政(zheng)(zheng)府債務監督、國有資產管理(li)監督等工(gong)作,認真(zhen)研(yan)究并及時(shi)報告有關決議(yi)和審查意(yi)見落實(shi)情況(kuang),扎實(shi)辦理(li)人(ren)大(da)代(dai)表(biao)(biao)議(yi)案(an)建(jian)議(yi),深化與人(ren)大(da)代(dai)表(biao)(biao)日常溝通交流,強(qiang)化服務代(dai)表(biao)(biao)工(gong)作數字化賦能(neng),不斷(duan)提高財(cai)政(zheng)(zheng)工(gong)作水(shui)平,讓(rang)人(ren)大(da)代(dai)表(biao)(biao)、人(ren)民(min)群眾(zhong)更加滿(man)意(yi)。
