關于國務(wu)院機構改革方案的說明
——2023年3月(yue)7日在第十四屆全國人民(min)代表大會(hui)第一(yi)次會(hui)議上

各位代表:
我受國(guo)務(wu)(wu)院委(wei)托,根據黨(dang)的(de)二(er)十屆二(er)中(zhong)全會通過的(de)《黨(dang)和(he)國(guo)家機構改(gai)革(ge)方(fang)案》,就國(guo)務(wu)(wu)院機構改(gai)革(ge)方(fang)案向大會作說(shuo)明,請(qing)予審議。
黨(dang)(dang)的(de)(de)二(er)十(shi)(shi)(shi)大對深化黨(dang)(dang)和(he)國(guo)(guo)家(jia)機(ji)(ji)(ji)構(gou)改(gai)革作出重要部署,黨(dang)(dang)的(de)(de)二(er)十(shi)(shi)(shi)屆二(er)中(zhong)(zhong)(zhong)全(quan)(quan)會審議通(tong)過(guo)《黨(dang)(dang)和(he)國(guo)(guo)家(jia)機(ji)(ji)(ji)構(gou)改(gai)革方案》。這次黨(dang)(dang)和(he)國(guo)(guo)家(jia)機(ji)(ji)(ji)構(gou)改(gai)革的(de)(de)總(zong)體(ti)要求是,貫徹落實黨(dang)(dang)的(de)(de)二(er)十(shi)(shi)(shi)大精神,以習近平新時代中(zhong)(zhong)(zhong)國(guo)(guo)特(te)色社會主義(yi)思想為(wei)(wei)指導,以加(jia)強黨(dang)(dang)中(zhong)(zhong)(zhong)央集(ji)中(zhong)(zhong)(zhong)統(tong)一領(ling)導為(wei)(wei)統(tong)領(ling),以推(tui)進(jin)(jin)國(guo)(guo)家(jia)治理(li)體(ti)系(xi)和(he)治理(li)能力現代化為(wei)(wei)導向,堅持穩(wen)中(zhong)(zhong)(zhong)求進(jin)(jin)工作總(zong)基調,適應統(tong)籌(chou)推(tui)進(jin)(jin)“五位(wei)一體(ti)”總(zong)體(ti)布局(ju)、協(xie)調推(tui)進(jin)(jin)“四(si)個全(quan)(quan)面”戰略布局(ju)的(de)(de)要求,適應構(gou)建(jian)新發展格(ge)局(ju)、推(tui)動(dong)高(gao)質量發展的(de)(de)需要,堅持問題導向,統(tong)籌(chou)黨(dang)(dang)中(zhong)(zhong)(zhong)央機(ji)(ji)(ji)構(gou)、全(quan)(quan)國(guo)(guo)人大機(ji)(ji)(ji)構(gou)、國(guo)(guo)務院機(ji)(ji)(ji)構(gou)、全(quan)(quan)國(guo)(guo)政協(xie)機(ji)(ji)(ji)構(gou),統(tong)籌(chou)中(zhong)(zhong)(zhong)央和(he)地方,深化重點(dian)領(ling)域(yu)機(ji)(ji)(ji)構(gou)改(gai)革,推(tui)動(dong)黨(dang)(dang)對社會主義(yi)現代化建(jian)設的(de)(de)領(ling)導在(zai)(zai)機(ji)(ji)(ji)構(gou)設置上(shang)更加(jia)科學、在(zai)(zai)職能配置上(shang)更加(jia)優化、在(zai)(zai)體(ti)制機(ji)(ji)(ji)制上(shang)更加(jia)完善、在(zai)(zai)運行管理(li)上(shang)更加(jia)高(gao)效。
國(guo)(guo)務院(yuan)機構(gou)改(gai)革作(zuo)為黨和國(guo)(guo)家(jia)機構(gou)改(gai)革的(de)一項重要任務,重點是加強科學技術、金融監管(guan)、數據管(guan)理、鄉(xiang)村振興(xing)、知識(shi)產權、老齡工作(zuo)等重點領域的(de)機構(gou)職(zhi)責優化和調整,轉變政府職(zhi)能,加快建設法(fa)治(zhi)政府。
這次國(guo)務院機構(gou)改革的(de)具體內容如(ru)下。
一(yi)、重新(xin)組(zu)建科(ke)(ke)(ke)(ke)學技(ji)(ji)術部。科(ke)(ke)(ke)(ke)技(ji)(ji)創(chuang)(chuang)新(xin)在我國(guo)(guo)(guo)現(xian)代化建設全(quan)局(ju)中(zhong)居于核心(xin)地位。面對國(guo)(guo)(guo)際科(ke)(ke)(ke)(ke)技(ji)(ji)競爭和(he)(he)外部遏(e)制打壓(ya)的嚴峻形勢(shi),必須進一(yi)步理順科(ke)(ke)(ke)(ke)技(ji)(ji)領導(dao)和(he)(he)管(guan)理體制,更(geng)好(hao)統(tong)籌(chou)科(ke)(ke)(ke)(ke)技(ji)(ji)力量在關鍵核心(xin)技(ji)(ji)術上攻(gong)堅克難,加(jia)快(kuai)實(shi)現(xian)高水平科(ke)(ke)(ke)(ke)技(ji)(ji)自立(li)自強。這次黨(dang)和(he)(he)國(guo)(guo)(guo)家(jia)機構改革,加(jia)強黨(dang)中(zhong)央(yang)對科(ke)(ke)(ke)(ke)技(ji)(ji)工作(zuo)的集中(zhong)統(tong)一(yi)領導(dao),組(zu)建中(zhong)央(yang)科(ke)(ke)(ke)(ke)技(ji)(ji)委(wei)員會,中(zhong)央(yang)科(ke)(ke)(ke)(ke)技(ji)(ji)委(wei)員會辦事機構職責由重組(zu)后的科(ke)(ke)(ke)(ke)學技(ji)(ji)術部整(zheng)體承擔(dan)。根據《黨(dang)和(he)(he)國(guo)(guo)(guo)家(jia)機構改革方案》精神(shen),強化科(ke)(ke)(ke)(ke)學技(ji)(ji)術部的戰略規劃、體制改革、資(zi)源統(tong)籌(chou)、綜合協(xie)調、政策法規、督促(cu)檢查等宏(hong)觀管(guan)理職責,推動健全(quan)新(xin)型舉國(guo)(guo)(guo)體制、優(you)化科(ke)(ke)(ke)(ke)技(ji)(ji)創(chuang)(chuang)新(xin)全(quan)鏈條管(guan)理、促(cu)進科(ke)(ke)(ke)(ke)技(ji)(ji)成果轉化、促(cu)進科(ke)(ke)(ke)(ke)技(ji)(ji)和(he)(he)經濟社(she)會發展(zhan)相結合。
劃(hua)(hua)(hua)轉科(ke)學技(ji)(ji)術(shu)部具體管理職責(ze)(ze)(ze)。把組(zu)織(zhi)(zhi)擬訂(ding)(ding)科(ke)技(ji)(ji)促進(jin)農(nong)業(ye)農(nong)村發(fa)展規劃(hua)(hua)(hua)和(he)政(zheng)策(ce)(ce)、指導農(nong)村科(ke)技(ji)(ji)進(jin)步(bu)職責(ze)(ze)(ze)劃(hua)(hua)(hua)入(ru)農(nong)業(ye)農(nong)村部。把組(zu)織(zhi)(zhi)擬訂(ding)(ding)科(ke)技(ji)(ji)促進(jin)社會(hui)(hui)發(fa)展規劃(hua)(hua)(hua)和(he)政(zheng)策(ce)(ce)職責(ze)(ze)(ze)分別劃(hua)(hua)(hua)入(ru)國(guo)家(jia)發(fa)展和(he)改革委員會(hui)(hui)、生(sheng)態環(huan)境部、國(guo)家(jia)衛生(sheng)健康(kang)委員會(hui)(hui)等(deng)部門。把組(zu)織(zhi)(zhi)擬訂(ding)(ding)高新技(ji)(ji)術(shu)發(fa)展及產(chan)業(ye)化(hua)規劃(hua)(hua)(hua)和(he)政(zheng)策(ce)(ce),指導國(guo)家(jia)自主創新示范區、國(guo)家(jia)高新技(ji)(ji)術(shu)產(chan)業(ye)開發(fa)區等(deng)科(ke)技(ji)(ji)園區建設,指導科(ke)技(ji)(ji)服務業(ye)、技(ji)(ji)術(shu)市場、科(ke)技(ji)(ji)中介組(zu)織(zhi)(zhi)發(fa)展等(deng)職責(ze)(ze)(ze)劃(hua)(hua)(hua)入(ru)工業(ye)和(he)信息化(hua)部。把負(fu)責(ze)(ze)(ze)引進(jin)國(guo)外智力工作職責(ze)(ze)(ze)劃(hua)(hua)(hua)入(ru)人(ren)力資(zi)源和(he)社會(hui)(hui)保障部,在(zai)人(ren)力資(zi)源和(he)社會(hui)(hui)保障部加掛國(guo)家(jia)外國(guo)專家(jia)局牌(pai)子。科(ke)學技(ji)(ji)術(shu)部不(bu)再保留國(guo)家(jia)外國(guo)專家(jia)局牌(pai)子。
深化財政科(ke)(ke)(ke)技(ji)(ji)經費分配使用機制改(gai)革(ge),完(wan)善(shan)中(zhong)央財政科(ke)(ke)(ke)技(ji)(ji)計劃(hua)(hua)執行(xing)和專業(ye)(ye)機構管(guan)理體制,調(diao)整(zheng)科(ke)(ke)(ke)學(xue)技(ji)(ji)術(shu)部(bu)(bu)(bu)的(de)中(zhong)央財政科(ke)(ke)(ke)技(ji)(ji)計劃(hua)(hua)(專項(xiang)(xiang)、基金(jin)等)協調(diao)管(guan)理、科(ke)(ke)(ke)研(yan)(yan)(yan)項(xiang)(xiang)目資(zi)金(jin)協調(diao)評(ping)(ping)估(gu)等職責。重(zhong)組后(hou)的(de)科(ke)(ke)(ke)學(xue)技(ji)(ji)術(shu)部(bu)(bu)(bu)不再(zai)參與具體科(ke)(ke)(ke)研(yan)(yan)(yan)項(xiang)(xiang)目評(ping)(ping)審(shen)和管(guan)理,主要負責指導監(jian)督科(ke)(ke)(ke)研(yan)(yan)(yan)管(guan)理專業(ye)(ye)機構的(de)運行(xing)管(guan)理,加強對科(ke)(ke)(ke)研(yan)(yan)(yan)項(xiang)(xiang)目實(shi)施情(qing)況的(de)督促檢查(cha)和科(ke)(ke)(ke)研(yan)(yan)(yan)成果的(de)評(ping)(ping)估(gu)問(wen)效。相應把科(ke)(ke)(ke)學(xue)技(ji)(ji)術(shu)部(bu)(bu)(bu)所(suo)屬(shu)中(zhong)國(guo)(guo)農村技(ji)(ji)術(shu)開發中(zhong)心(xin)(xin)劃(hua)(hua)入(ru)農業(ye)(ye)農村部(bu)(bu)(bu),中(zhong)國(guo)(guo)生物技(ji)(ji)術(shu)發展中(zhong)心(xin)(xin)劃(hua)(hua)入(ru)國(guo)(guo)家(jia)(jia)衛(wei)生健康委員會(hui),中(zhong)國(guo)(guo)21世紀議(yi)程管(guan)理中(zhong)心(xin)(xin)、科(ke)(ke)(ke)學(xue)技(ji)(ji)術(shu)部(bu)(bu)(bu)高技(ji)(ji)術(shu)研(yan)(yan)(yan)究發展中(zhong)心(xin)(xin)劃(hua)(hua)入(ru)國(guo)(guo)家(jia)(jia)自(zi)然科(ke)(ke)(ke)學(xue)基金(jin)委員會(hui)。國(guo)(guo)家(jia)(jia)自(zi)然科(ke)(ke)(ke)學(xue)基金(jin)委員會(hui)仍由科(ke)(ke)(ke)學(xue)技(ji)(ji)術(shu)部(bu)(bu)(bu)管(guan)理。
二、組建國家金(jin)(jin)(jin)融(rong)(rong)監(jian)(jian)(jian)(jian)(jian)督(du)(du)管理(li)(li)總局(ju)(ju)。黨的(de)二十大(da)作出明確部署,要依(yi)法(fa)將(jiang)各類金(jin)(jin)(jin)融(rong)(rong)活動全部納(na)入(ru)監(jian)(jian)(jian)(jian)(jian)管。為(wei)(wei)解決金(jin)(jin)(jin)融(rong)(rong)領域長期存在(zai)的(de)突出矛盾和(he)問題,在(zai)中(zhong)國銀(yin)行保(bao)(bao)險監(jian)(jian)(jian)(jian)(jian)督(du)(du)管理(li)(li)委員(yuan)會(hui)基礎上組建國家金(jin)(jin)(jin)融(rong)(rong)監(jian)(jian)(jian)(jian)(jian)督(du)(du)管理(li)(li)總局(ju)(ju),統(tong)一負(fu)責(ze)除(chu)證券業(ye)之外的(de)金(jin)(jin)(jin)融(rong)(rong)業(ye)監(jian)(jian)(jian)(jian)(jian)管,強(qiang)化機(ji)(ji)構監(jian)(jian)(jian)(jian)(jian)管、行為(wei)(wei)監(jian)(jian)(jian)(jian)(jian)管、功能監(jian)(jian)(jian)(jian)(jian)管、穿透式監(jian)(jian)(jian)(jian)(jian)管、持(chi)續監(jian)(jian)(jian)(jian)(jian)管,統(tong)籌負(fu)責(ze)金(jin)(jin)(jin)融(rong)(rong)消費(fei)者權(quan)益(yi)保(bao)(bao)護(hu)(hu)(hu),加強(qiang)風險管理(li)(li)和(he)防(fang)范處置,依(yi)法(fa)查處違法(fa)違規(gui)行為(wei)(wei),作為(wei)(wei)國務院直屬機(ji)(ji)構。為(wei)(wei)加強(qiang)金(jin)(jin)(jin)融(rong)(rong)消費(fei)者合法(fa)權(quan)益(yi)保(bao)(bao)護(hu)(hu)(hu),統(tong)一規(gui)范金(jin)(jin)(jin)融(rong)(rong)產品和(he)服務行為(wei)(wei),把中(zhong)國人民銀(yin)行對金(jin)(jin)(jin)融(rong)(rong)控股公司(si)等金(jin)(jin)(jin)融(rong)(rong)集團的(de)日常監(jian)(jian)(jian)(jian)(jian)管職責(ze)、有關金(jin)(jin)(jin)融(rong)(rong)消費(fei)者保(bao)(bao)護(hu)(hu)(hu)職責(ze),中(zhong)國證券監(jian)(jian)(jian)(jian)(jian)督(du)(du)管理(li)(li)委員(yuan)會(hui)的(de)投資(zi)者保(bao)(bao)護(hu)(hu)(hu)職責(ze)劃(hua)入(ru)國家金(jin)(jin)(jin)融(rong)(rong)監(jian)(jian)(jian)(jian)(jian)督(du)(du)管理(li)(li)總局(ju)(ju)。不再(zai)保(bao)(bao)留中(zhong)國銀(yin)行保(bao)(bao)險監(jian)(jian)(jian)(jian)(jian)督(du)(du)管理(li)(li)委員(yuan)會(hui)。
三(san)、深化地(di)(di)方(fang)金(jin)融(rong)(rong)(rong)監(jian)(jian)管(guan)體(ti)制(zhi)改革。針對地(di)(di)方(fang)金(jin)融(rong)(rong)(rong)監(jian)(jian)管(guan)部門(men)存在的(de)監(jian)(jian)管(guan)手(shou)段(duan)缺乏、專業(ye)人(ren)才不足等(deng)(deng)問題(ti),強化金(jin)融(rong)(rong)(rong)管(guan)理(li)中央(yang)事(shi)權(quan),建立(li)以(yi)中央(yang)金(jin)融(rong)(rong)(rong)管(guan)理(li)部門(men)地(di)(di)方(fang)派(pai)出機(ji)構為主(zhu)的(de)地(di)(di)方(fang)金(jin)融(rong)(rong)(rong)監(jian)(jian)管(guan)體(ti)制(zhi),統籌優化中央(yang)金(jin)融(rong)(rong)(rong)管(guan)理(li)部門(men)地(di)(di)方(fang)派(pai)出機(ji)構設(she)置(zhi)和(he)力量配備。同時,壓實地(di)(di)方(fang)金(jin)融(rong)(rong)(rong)監(jian)(jian)管(guan)主(zhu)體(ti)責任,地(di)(di)方(fang)政府設(she)立(li)的(de)金(jin)融(rong)(rong)(rong)監(jian)(jian)管(guan)機(ji)構專司監(jian)(jian)管(guan)職責,不再加掛金(jin)融(rong)(rong)(rong)工(gong)作(zuo)局、金(jin)融(rong)(rong)(rong)辦公室等(deng)(deng)牌(pai)子(zi)。
四、中(zhong)(zhong)國(guo)(guo)證(zheng)(zheng)券(quan)監督管(guan)(guan)理(li)委員(yuan)會(hui)(hui)調(diao)整(zheng)為國(guo)(guo)務院直(zhi)(zhi)屬(shu)機(ji)構。為強化資本市場監管(guan)(guan)職責(ze),中(zhong)(zhong)國(guo)(guo)證(zheng)(zheng)券(quan)監督管(guan)(guan)理(li)委員(yuan)會(hui)(hui)由國(guo)(guo)務院直(zhi)(zhi)屬(shu)事業單位調(diao)整(zheng)為國(guo)(guo)務院直(zhi)(zhi)屬(shu)機(ji)構。理(li)順債(zhai)(zhai)券(quan)管(guan)(guan)理(li)體制,將國(guo)(guo)家發(fa)展(zhan)和改(gai)革委員(yuan)會(hui)(hui)的企業債(zhai)(zhai)券(quan)發(fa)行審核職責(ze)劃入中(zhong)(zhong)國(guo)(guo)證(zheng)(zheng)券(quan)監督管(guan)(guan)理(li)委員(yuan)會(hui)(hui),由中(zhong)(zhong)國(guo)(guo)證(zheng)(zheng)券(quan)監督管(guan)(guan)理(li)委員(yuan)會(hui)(hui)統一負責(ze)公司(企業)債(zhai)(zhai)券(quan)發(fa)行審核工作。
五、統籌推進中(zhong)國(guo)(guo)(guo)人(ren)(ren)民(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)分(fen)支機(ji)(ji)構改(gai)革。調整中(zhong)國(guo)(guo)(guo)人(ren)(ren)民(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)大區分(fen)行(xing)(xing)(xing)(xing)(xing)(xing)體制,按照行(xing)(xing)(xing)(xing)(xing)(xing)政區設(she)立分(fen)支機(ji)(ji)構。撤銷中(zhong)國(guo)(guo)(guo)人(ren)(ren)民(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)大區分(fen)行(xing)(xing)(xing)(xing)(xing)(xing)及分(fen)行(xing)(xing)(xing)(xing)(xing)(xing)營(ying)業(ye)管(guan)理部(bu)、總行(xing)(xing)(xing)(xing)(xing)(xing)直屬營(ying)業(ye)管(guan)理部(bu)和省會城(cheng)市(shi)中(zhong)心支行(xing)(xing)(xing)(xing)(xing)(xing),在31個省(自治區、直轄(xia)市(shi))設(she)立省級分(fen)行(xing)(xing)(xing)(xing)(xing)(xing),在深圳、大連(lian)、寧(ning)波、青(qing)島、廈門(men)設(she)立計劃單列市(shi)分(fen)行(xing)(xing)(xing)(xing)(xing)(xing)。中(zhong)國(guo)(guo)(guo)人(ren)(ren)民(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)北京(jing)分(fen)行(xing)(xing)(xing)(xing)(xing)(xing)保(bao)留(liu)中(zhong)國(guo)(guo)(guo)人(ren)(ren)民(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)營(ying)業(ye)管(guan)理部(bu)牌子(zi),中(zhong)國(guo)(guo)(guo)人(ren)(ren)民(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)上海分(fen)行(xing)(xing)(xing)(xing)(xing)(xing)與中(zhong)國(guo)(guo)(guo)人(ren)(ren)民(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)上海總部(bu)合(he)署辦公(gong)。不(bu)再(zai)保(bao)留(liu)中(zhong)國(guo)(guo)(guo)人(ren)(ren)民(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)縣(市(shi))支行(xing)(xing)(xing)(xing)(xing)(xing),相關(guan)職(zhi)(zhi)能上收(shou)至(zhi)中(zhong)國(guo)(guo)(guo)人(ren)(ren)民(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)地(市(shi))中(zhong)心支行(xing)(xing)(xing)(xing)(xing)(xing)。對邊(bian)境或外貿結售(shou)匯業(ye)務(wu)量(liang)大的(de)地區,可根據工作需(xu)要,采取中(zhong)國(guo)(guo)(guo)人(ren)(ren)民(min)(min)銀(yin)(yin)(yin)行(xing)(xing)(xing)(xing)(xing)(xing)地(市(shi))中(zhong)心支行(xing)(xing)(xing)(xing)(xing)(xing)派出機(ji)(ji)構方式履行(xing)(xing)(xing)(xing)(xing)(xing)相關(guan)管(guan)理服務(wu)職(zhi)(zhi)能。
六、完(wan)善國(guo)有(you)金(jin)融(rong)(rong)(rong)資(zi)(zi)(zi)本(ben)管理(li)體制(zhi)。國(guo)有(you)金(jin)融(rong)(rong)(rong)資(zi)(zi)(zi)本(ben)是推進(jin)(jin)國(guo)家(jia)現代化(hua)、維護國(guo)家(jia)金(jin)融(rong)(rong)(rong)安(an)全的(de)重要保障,是我(wo)們黨和(he)國(guo)家(jia)事(shi)業發(fa)展的(de)重要物質基(ji)礎(chu)和(he)政治基(ji)礎(chu)。為厘清(qing)金(jin)融(rong)(rong)(rong)監(jian)管部門、履行(xing)國(guo)有(you)金(jin)融(rong)(rong)(rong)資(zi)(zi)(zi)本(ben)出(chu)資(zi)(zi)(zi)人(ren)(ren)職責的(de)機(ji)構和(he)國(guo)有(you)金(jin)融(rong)(rong)(rong)機(ji)構之間(jian)的(de)權責關系(xi),推進(jin)(jin)管辦分(fen)(fen)離、政企分(fen)(fen)開,把中央金(jin)融(rong)(rong)(rong)管理(li)部門管理(li)的(de)市(shi)場經營類機(ji)構剝離,相關國(guo)有(you)金(jin)融(rong)(rong)(rong)資(zi)(zi)(zi)產劃入國(guo)有(you)金(jin)融(rong)(rong)(rong)資(zi)(zi)(zi)本(ben)受托(tuo)管理(li)機(ji)構,由其根據國(guo)務(wu)院授權統一履行(xing)出(chu)資(zi)(zi)(zi)人(ren)(ren)職責,促進(jin)(jin)國(guo)有(you)金(jin)融(rong)(rong)(rong)機(ji)構持續健康發(fa)展。
七、加強(qiang)金(jin)融管(guan)理部(bu)(bu)門(men)工(gong)作人(ren)員(yuan)統(tong)(tong)一規范管(guan)理。為促進金(jin)融管(guan)理部(bu)(bu)門(men)依法合規履(lv)行金(jin)融管(guan)理職責,解決金(jin)融系統(tong)(tong)隊伍管(guan)理的(de)統(tong)(tong)一性(xing)、規范性(xing)問題,把中國(guo)人(ren)民銀(yin)行、國(guo)家金(jin)融監督管(guan)理總局、中國(guo)證券監督管(guan)理委員(yuan)會、國(guo)家外匯管(guan)理局及(ji)其分支機(ji)構、派出機(ji)構的(de)工(gong)作人(ren)員(yuan)納入國(guo)家公務員(yuan)統(tong)(tong)一規范管(guan)理,使(shi)用行政編制(zhi),執行國(guo)家公務員(yuan)工(gong)資待遇(yu)標準。
八(ba)、組(zu)建(jian)國(guo)(guo)家(jia)(jia)(jia)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)局(ju)。當今社會(hui)(hui)(hui),數(shu)(shu)(shu)(shu)字(zi)資(zi)源(yuan)、數(shu)(shu)(shu)(shu)字(zi)經濟(ji)(ji)(ji)對經濟(ji)(ji)(ji)社會(hui)(hui)(hui)發展(zhan)具有(you)基(ji)礎(chu)性作(zuo)用,對于構建(jian)新發展(zhan)格(ge)局(ju)、建(jian)設(she)(she)現代化(hua)經濟(ji)(ji)(ji)體(ti)系、構筑國(guo)(guo)家(jia)(jia)(jia)競爭新優勢意義重(zhong)大(da),必(bi)須加強對數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)的(de)管(guan)(guan)(guan)理、開(kai)發、利(li)用。在保(bao)持數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)安(an)全、行業(ye)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)監管(guan)(guan)(guan)、信(xin)(xin)(xin)息(xi)化(hua)發展(zhan)、數(shu)(shu)(shu)(shu)字(zi)政府建(jian)設(she)(she)等現行工作(zuo)格(ge)局(ju)總體(ti)穩定前(qian)提下,把數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)資(zi)源(yuan)整合共(gong)享和(he)(he)開(kai)發利(li)用方面的(de)有(you)關職責相對集中(zhong)(zhong),組(zu)建(jian)國(guo)(guo)家(jia)(jia)(jia)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)局(ju),作(zuo)為(wei)國(guo)(guo)家(jia)(jia)(jia)發展(zhan)和(he)(he)改(gai)(gai)革委員會(hui)(hui)(hui)管(guan)(guan)(guan)理的(de)國(guo)(guo)家(jia)(jia)(jia)局(ju),負(fu)責協(xie)(xie)調推(tui)(tui)進(jin)(jin)(jin)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)基(ji)礎(chu)制度(du)(du)建(jian)設(she)(she),統籌推(tui)(tui)進(jin)(jin)(jin)數(shu)(shu)(shu)(shu)字(zi)中(zhong)(zhong)國(guo)(guo)、數(shu)(shu)(shu)(shu)字(zi)經濟(ji)(ji)(ji)、數(shu)(shu)(shu)(shu)字(zi)社會(hui)(hui)(hui)規劃(hua)和(he)(he)建(jian)設(she)(she)等。把中(zhong)(zhong)央網絡(luo)安(an)全和(he)(he)信(xin)(xin)(xin)息(xi)化(hua)委員會(hui)(hui)(hui)辦(ban)公室承擔的(de)研究擬訂數(shu)(shu)(shu)(shu)字(zi)中(zhong)(zhong)國(guo)(guo)建(jian)設(she)(she)方案、協(xie)(xie)調推(tui)(tui)動(dong)公共(gong)服(fu)務和(he)(he)社會(hui)(hui)(hui)治理信(xin)(xin)(xin)息(xi)化(hua)、協(xie)(xie)調促進(jin)(jin)(jin)智慧城市建(jian)設(she)(she)、協(xie)(xie)調國(guo)(guo)家(jia)(jia)(jia)重(zhong)要信(xin)(xin)(xin)息(xi)資(zi)源(yuan)開(kai)發利(li)用與共(gong)享、推(tui)(tui)動(dong)信(xin)(xin)(xin)息(xi)資(zi)源(yuan)跨行業(ye)跨部門互聯互通等職責,國(guo)(guo)家(jia)(jia)(jia)發展(zhan)和(he)(he)改(gai)(gai)革委員會(hui)(hui)(hui)承擔的(de)統籌推(tui)(tui)進(jin)(jin)(jin)數(shu)(shu)(shu)(shu)字(zi)經濟(ji)(ji)(ji)發展(zhan)、組(zu)織實施(shi)國(guo)(guo)家(jia)(jia)(jia)大(da)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)戰略、推(tui)(tui)進(jin)(jin)(jin)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)要素基(ji)礎(chu)制度(du)(du)建(jian)設(she)(she)、推(tui)(tui)進(jin)(jin)(jin)數(shu)(shu)(shu)(shu)字(zi)基(ji)礎(chu)設(she)(she)施(shi)布局(ju)建(jian)設(she)(she)等職責劃(hua)入(ru)國(guo)(guo)家(jia)(jia)(jia)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)局(ju)。
九、優化農(nong)(nong)業(ye)農(nong)(nong)村(cun)部(bu)職(zhi)責。為(wei)統(tong)籌抓好(hao)以鄉(xiang)村(cun)振興為(wei)重(zhong)心的(de)“三農(nong)(nong)”各項工作(zuo)(zuo),加快建(jian)設農(nong)(nong)業(ye)強國(guo),整體推動(dong)農(nong)(nong)業(ye)全面升級、農(nong)(nong)村(cun)全面進步、農(nong)(nong)民全面發展,把國(guo)家(jia)鄉(xiang)村(cun)振興局的(de)牽頭開(kai)展防止返(fan)貧監測和幫扶,組織擬訂鄉(xiang)村(cun)振興重(zhong)點(dian)幫扶縣(xian)和重(zhong)點(dian)地區幫扶政策,組織開(kai)展東西部(bu)協(xie)作(zuo)(zuo)、對口支援(yuan)、社會幫扶,研究提(ti)出中央財政銜接推進鄉(xiang)村(cun)振興相關資(zi)(zi)金分配建(jian)議方(fang)案(an)并指導、監督資(zi)(zi)金使用(yong),推動(dong)鄉(xiang)村(cun)幫扶產業(ye)發展,推動(dong)農(nong)(nong)村(cun)社會事業(ye)和公共服務發展等(deng)職(zhi)責劃入農(nong)(nong)業(ye)農(nong)(nong)村(cun)部(bu),在農(nong)(nong)業(ye)農(nong)(nong)村(cun)部(bu)加掛(gua)國(guo)家(jia)鄉(xiang)村(cun)振興局牌子。不(bu)再保留單(dan)設的(de)國(guo)家(jia)鄉(xiang)村(cun)振興局。
國家鄉(xiang)村振興局職責(ze)劃(hua)入農(nong)業農(nong)村部(bu),要(yao)繼續加大對(dui)脫(tuo)貧(pin)地區和脫(tuo)貧(pin)群(qun)眾的幫扶(fu)力(li)度,全國脫(tuo)貧(pin)攻堅目(mu)標任務完成后的過渡(du)期內(nei),有關幫扶(fu)政(zheng)策、財政(zheng)支持、項目(mu)安排保持總體穩定,資金項目(mu)相對(dui)獨立運行管理。
十、完善老(lao)(lao)(lao)齡工作(zuo)(zuo)體制。為實施(shi)積(ji)極應(ying)對(dui)人(ren)口老(lao)(lao)(lao)齡化(hua)(hua)國家(jia)(jia)戰略,更好發展養老(lao)(lao)(lao)事業(ye)和(he)養老(lao)(lao)(lao)產業(ye),推動實現全(quan)體老(lao)(lao)(lao)年人(ren)享(xiang)有基本養老(lao)(lao)(lao)服務,把國家(jia)(jia)衛生健康委員(yuan)會(hui)(hui)的組(zu)織擬(ni)訂(ding)并協調落實應(ying)對(dui)人(ren)口老(lao)(lao)(lao)齡化(hua)(hua)政策措施(shi)、承擔全(quan)國老(lao)(lao)(lao)齡工作(zuo)(zuo)委員(yuan)會(hui)(hui)的具體工作(zuo)(zuo)等職責劃入民政部。全(quan)國老(lao)(lao)(lao)齡工作(zuo)(zuo)委員(yuan)會(hui)(hui)辦公(gong)室改設(she)在民政部,強化(hua)(hua)其(qi)綜(zong)合協調、督促指導、組(zu)織推進老(lao)(lao)(lao)齡事業(ye)發展職責。中國老(lao)(lao)(lao)齡協會(hui)(hui)改由民政部代管。
十一、完善知(zhi)識(shi)產(chan)(chan)權(quan)管(guan)理(li)體(ti)制。為適應推進創(chuang)新型國(guo)家(jia)建設(she)、推動(dong)高質(zhi)量發展、擴(kuo)大高水平(ping)對(dui)外(wai)開放的(de)內在需(xu)要,加快推進知(zhi)識(shi)產(chan)(chan)權(quan)強國(guo)建設(she),全(quan)面提(ti)升(sheng)知(zhi)識(shi)產(chan)(chan)權(quan)創(chuang)造(zao)、運用(yong)、保護、管(guan)理(li)和服務水平(ping),將國(guo)家(jia)知(zhi)識(shi)產(chan)(chan)權(quan)局(ju)由(you)國(guo)家(jia)市(shi)場(chang)監督(du)管(guan)理(li)總局(ju)管(guan)理(li)的(de)國(guo)家(jia)局(ju)調整為國(guo)務院直屬機構。商(shang)標、專(zhuan)利等領域執(zhi)法職責繼續由(you)市(shi)場(chang)監管(guan)綜合執(zhi)法隊伍(wu)承擔(dan),相關執(zhi)法工作接受國(guo)家(jia)知(zhi)識(shi)產(chan)(chan)權(quan)局(ju)專(zhuan)業指導(dao)。
十二、國(guo)(guo)(guo)家信(xin)訪(fang)局(ju)調(diao)整為(wei)國(guo)(guo)(guo)務(wu)院直屬機構。為(wei)貫徹(che)落實新時代黨的群眾(zhong)路線,加強(qiang)和改(gai)進人民信(xin)訪(fang)工作,更好維護(hu)人民根本利益,將國(guo)(guo)(guo)家信(xin)訪(fang)局(ju)由國(guo)(guo)(guo)務(wu)院辦(ban)公廳管理(li)的國(guo)(guo)(guo)家局(ju)調(diao)整為(wei)國(guo)(guo)(guo)務(wu)院直屬機構。
十三、精(jing)(jing)減(jian)中(zhong)央(yang)國家(jia)機關人員編(bian)制(zhi)(zhi)。中(zhong)央(yang)國家(jia)機關各部(bu)門(men)(men)人員編(bian)制(zhi)(zhi)統(tong)一按照5%的比(bi)例進行精(jing)(jing)減(jian),收回(hui)的編(bian)制(zhi)(zhi)主(zhu)要用于加強(qiang)重點領域和(he)重要工(gong)作。對于精(jing)(jing)減(jian)后少(shao)數部(bu)門(men)(men)超編(bian)問題(ti),給予5年過渡(du)期逐(zhu)步消化。
各(ge)位代表,按照上述方(fang)案調整(zheng)后(hou),除國務(wu)院辦(ban)公廳外,國務(wu)院設置組(zu)成(cheng)部(bu)(bu)門仍為26個。根據國務(wu)院組(zu)織法規定,科學技術部(bu)(bu)、農(nong)業農(nong)村部(bu)(bu)等國務(wu)院組(zu)成(cheng)部(bu)(bu)門的調整(zheng)和設置,請(qing)大(da)會(hui)審(shen)議。
國(guo)(guo)家(jia)市(shi)場監督(du)管理(li)總局、國(guo)(guo)家(jia)金(jin)融監督(du)管理(li)總局、中國(guo)(guo)證券監督(du)管理(li)委(wei)員會、國(guo)(guo)家(jia)信訪局、國(guo)(guo)家(jia)知識產(chan)權局、國(guo)(guo)家(jia)數據局、國(guo)(guo)家(jia)鄉村(cun)振興(xing)局等國(guo)(guo)務院組成(cheng)(cheng)部門以外(wai)的(de)國(guo)(guo)務院所(suo)屬機構的(de)調(diao)整和設置,將由新組成(cheng)(cheng)的(de)國(guo)(guo)務院審查批準。
下(xia)一(yi)步在機構改(gai)(gai)革(ge)實施(shi)工(gong)作(zuo)中,我們將深刻(ke)認識(shi)“兩(liang)個(ge)(ge)確立”的決(jue)定(ding)性意義(yi),增(zeng)強“四個(ge)(ge)意識(shi)”、堅定(ding)“四個(ge)(ge)自信”、做(zuo)到(dao)“兩(liang)個(ge)(ge)維護(hu)”,堅決(jue)維護(hu)黨中央權威和(he)集中統一(yi)領(ling)導,認真貫徹落實黨中央關于黨和(he)國(guo)家機構改(gai)(gai)革(ge)的決(jue)策(ce)部署,抓好改(gai)(gai)革(ge)關鍵環節,做(zuo)好思(si)想政治工(gong)作(zuo),嚴(yan)肅改(gai)(gai)革(ge)紀律,確保機構、職責(ze)、人員等按要求(qiu)及時調整到(dao)位,做(zuo)到(dao)思(si)想不亂(luan)、工(gong)作(zuo)不斷、隊伍不散、干勁不減。
