民政部、人力資源社會保(bao)障部近日印發關于(yu)加快(kuai)推進養(yang)老(lao)服(fu)務(wu)技(ji)(ji)(ji)能人才職(zhi)業技(ji)(ji)(ji)能等級認定(ding)工作的實(shi)施(shi)意見(jian)。實(shi)施(shi)意見(jian)要求,到(dao)“十五五”末,取得職(zhi)業技(ji)(ji)(ji)能等級證(zheng)書的養(yang)老(lao)護理員(yuan)占比達(da)到(dao)80%以上,取得職(zhi)業技(ji)(ji)(ji)能等級證(zheng)書的其他養(yang)老(lao)服(fu)務(wu)技(ji)(ji)(ji)能人才數量顯著提(ti)升。
實施(shi)意見明(ming)確了(le)七項重點(dian)任務:
一是全面(mian)推行職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)級(ji)(ji)(ji)制度。以養老(lao)護(hu)理(li)員(yuan)為重點,對(dui)從事養老(lao)服(fu)(fu)務(wu)技(ji)(ji)(ji)能(neng)類(lei)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(工(gong)(gong)(gong)種(zhong))的技(ji)(ji)(ji)能(neng)人(ren)才(cai)實行職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)級(ji)(ji)(ji)制度。對(dui)養老(lao)護(hu)理(li)員(yuan)等(deng)設(she)有高(gao)級(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)等(deng)級(ji)(ji)(ji)的養老(lao)服(fu)(fu)務(wu)技(ji)(ji)(ji)能(neng)類(lei)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(工(gong)(gong)(gong)種(zhong)),可在(zai)高(gao)級(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)之上增設(she)特(te)級(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)和首(shou)席技(ji)(ji)(ji)師(shi)技(ji)(ji)(ji)術職(zhi)(zhi)(zhi)(zhi)(zhi)務(wu)(崗(gang)位(wei)),在(zai)初級(ji)(ji)(ji)工(gong)(gong)(gong)之下補設(she)學徒工(gong)(gong)(gong),形成“八級(ji)(ji)(ji)工(gong)(gong)(gong)”職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)(ji)能(neng)等(deng)級(ji)(ji)(ji)(崗(gang)位(wei))序列。鼓勵具(ju)備條件的養老(lao)服(fu)(fu)務(wu)企業(ye)(ye)在(zai)人(ren)力資源社會(hui)保障部門(men)、民(min)政部門(men)指導下,制定特(te)級(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)和首(shou)席技(ji)(ji)(ji)師(shi)技(ji)(ji)(ji)術職(zhi)(zhi)(zhi)(zhi)(zhi)務(wu)(崗(gang)位(wei))評(ping)價規(gui)范并(bing)開展評(ping)聘(pin)工(gong)(gong)(gong)作(zuo)。
二是推進職業(ye)(ye)技(ji)能(neng)(neng)(neng)等級(ji)(ji)認定(ding)(ding)機構(gou)(gou)建設。按照統籌規劃、合理(li)布局(ju)、嚴格條件、擇優遴(lin)選、動態(tai)調整(zheng)的原則,省級(ji)(ji)民(min)政部門會同(tong)省級(ji)(ji)人力資源(yuan)社會保(bao)障(zhang)部門統籌本地區(qu)養(yang)老(lao)服(fu)(fu)務行業(ye)(ye)協會、養(yang)老(lao)服(fu)(fu)務機構(gou)(gou)、人才(cai)實訓基地、職業(ye)(ye)院(yuan)校(含技(ji)工院(yuan)校)、普通(tong)高校、職業(ye)(ye)技(ji)能(neng)(neng)(neng)培訓機構(gou)(gou)等,遴(lin)選一批(pi)符合條件的單位,經省級(ji)(ji)人力資源(yuan)社會保(bao)障(zhang)部門備案成為(wei)本地區(qu)養(yang)老(lao)服(fu)(fu)務技(ji)能(neng)(neng)(neng)人才(cai)職業(ye)(ye)技(ji)能(neng)(neng)(neng)等級(ji)(ji)認定(ding)(ding)機構(gou)(gou)。堅(jian)持質(zhi)量(liang)優先(xian),嚴格控制(zhi)省級(ji)(ji)養(yang)老(lao)服(fu)(fu)務技(ji)能(neng)(neng)(neng)人才(cai)職業(ye)(ye)技(ji)能(neng)(neng)(neng)等級(ji)(ji)認定(ding)(ding)機構(gou)(gou)數量(liang),原則上每(mei)個省份同(tong)一職業(ye)(ye)(工種(zhong))職業(ye)(ye)技(ji)能(neng)(neng)(neng)等級(ji)(ji)認定(ding)(ding)機構(gou)(gou)不超過3個。
三是規范(fan)組織實施和證(zheng)書(shu)頒發(fa)。職(zhi)(zhi)業技能等(deng)級認定機構應當遵循客(ke)觀、公(gong)正(zheng)、規范(fan)原則(ze),開(kai)展(zhan)備案范(fan)圍內(nei)(nei)的(de)養老服務技能類職(zhi)(zhi)業(工種)等(deng)級認定工作,依據(ju)相關(guan)國家職(zhi)(zhi)業標(biao)準,通過理論知識考試(shi)、操作技能考核(he)、綜合(he)評審(shen)等(deng)方式開(kai)展(zhan)評價。對(dui)考核(he)合(he)格的(de)人員(yuan),頒發(fa)職(zhi)(zhi)業技能等(deng)級證(zheng)書(shu)。職(zhi)(zhi)業技能等(deng)級證(zheng)書(shu)的(de)編碼(ma)規則(ze)和樣式按人力資源社會保障部相關(guan)規定制定,按規定實現全國范(fan)圍內(nei)(nei)查詢(xun)驗證(zheng)。
四是(shi)建立常態化考(kao)核認(ren)(ren)定(ding)(ding)機(ji)(ji)制。民(min)政部門(men)、人(ren)(ren)(ren)(ren)力資源社會保障部門(men)要(yao)指(zhi)導(dao)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)(deng)(deng)級認(ren)(ren)定(ding)(ding)機(ji)(ji)構根據市場需求和人(ren)(ren)(ren)(ren)才(cai)(cai)發展需要(yao),每年(nian)定(ding)(ding)期開展養老服務技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)(deng)(deng)級認(ren)(ren)定(ding)(ding);指(zhi)導(dao)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)(deng)(deng)級認(ren)(ren)定(ding)(ding)機(ji)(ji)構強化考(kao)務人(ren)(ren)(ren)(ren)員(yuan)培(pei)養和儲備,推進考(kao)務人(ren)(ren)(ren)(ren)員(yuan)、命題(ti)(ti)專(zhuan)家(jia)、考(kao)評員(yuan)、督導(dao)員(yuan)隊伍(wu)專(zhuan)業(ye)(ye)化建設。民(min)政部門(men)要(yao)指(zhi)導(dao)推動用人(ren)(ren)(ren)(ren)單位對養老護理員(yuan)等(deng)(deng)(deng)養老服務技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)全面開展崗前培(pei)訓(xun),并對取得職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)(deng)(deng)級的人(ren)(ren)(ren)(ren)員(yuan)定(ding)(ding)期組(zu)織業(ye)(ye)務知識和實操技(ji)(ji)能(neng)(neng)培(pei)訓(xun)。支持用人(ren)(ren)(ren)(ren)單位將職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)(deng)(deng)級認(ren)(ren)定(ding)(ding)與崗位練(lian)兵(bing)、技(ji)(ji)術(shu)比武、技(ji)(ji)術(shu)攻關、揭榜(bang)領題(ti)(ti)等(deng)(deng)(deng)相結合,對依據國(guo)家(jia)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)標準舉辦(ban)的職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)競(jing)賽中(zhong)獲獎選手,按規定(ding)(ding)晉升(sheng)相應職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)(deng)(deng)級。支持勞(lao)務派(pai)遣人(ren)(ren)(ren)(ren)員(yuan)在實際(ji)用工單位參加職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)(deng)(deng)級認(ren)(ren)定(ding)(ding)。
五是(shi)加(jia)強職(zhi)(zhi)(zhi)業(ye)(ye)研究和標(biao)(biao)準(zhun)教材建設。民(min)政部門(men)要根據養老服(fu)(fu)(fu)務領域職(zhi)(zhi)(zhi)業(ye)(ye)結構變化,及時研究申報(bao)新職(zhi)(zhi)(zhi)業(ye)(ye)新工種。民(min)政部會(hui)同(tong)人(ren)力資源(yuan)社會(hui)保障(zhang)部結合養老服(fu)(fu)(fu)務行業(ye)(ye)人(ren)才(cai)培養需求,及時組織制修訂(ding)養老服(fu)(fu)(fu)務領域職(zhi)(zhi)(zhi)業(ye)(ye)(工種)國家(jia)職(zhi)(zhi)(zhi)業(ye)(ye)標(biao)(biao)準(zhun),加(jia)強養老服(fu)(fu)(fu)務技(ji)能人(ren)才(cai)職(zhi)(zhi)(zhi)業(ye)(ye)技(ji)能等級認定(ding)培訓教材開發和試題(ti)庫建設。
六(liu)是促(cu)進(jin)認定(ding)結果(guo)與培養(yang)(yang)(yang)使用(yong)待遇相(xiang)結合(he)。民政部門要(yao)指(zhi)導(dao)用(yong)人(ren)(ren)單(dan)位(wei)(wei)加大養(yang)(yang)(yang)老(lao)服(fu)(fu)(fu)(fu)務(wu)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)培訓和(he)評(ping)價(jia)的(de)經(jing)費投入(ru)保(bao)障力(li)度,推動(dong)(dong)建立(li)評(ping)價(jia)與使用(yong)相(xiang)結合(he)的(de)工作(zuo)機制(zhi)。鼓勵養(yang)(yang)(yang)老(lao)服(fu)(fu)(fu)(fu)務(wu)機構(gou)結合(he)用(yong)人(ren)(ren)需求,根(gen)據(ju)職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)認定(ding)結果(guo)合(he)理安(an)排(pai)使用(yong)養(yang)(yang)(yang)老(lao)服(fu)(fu)(fu)(fu)務(wu)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai),并將職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)作(zuo)為養(yang)(yang)(yang)老(lao)服(fu)(fu)(fu)(fu)務(wu)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)工資分配(pei)的(de)重要(yao)參(can)考,推動(dong)(dong)建立(li)與職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)(崗(gang)位(wei)(wei))序列相(xiang)匹(pi)配(pei)的(de)崗(gang)位(wei)(wei)績效工資制(zhi)。機關事業(ye)(ye)單(dan)位(wei)(wei)工勤(qin)(工勤(qin)技(ji)(ji)能(neng)(neng)(neng)(neng))人(ren)(ren)員(yuan)的(de)職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)(崗(gang)位(wei)(wei))設置和(he)薪酬待遇按照有關規(gui)定(ding)執行。鼓勵在養(yang)(yang)(yang)老(lao)服(fu)(fu)(fu)(fu)務(wu)機構(gou)等(deng)(deng)(deng)級(ji)評(ping)定(ding)、質量(liang)評(ping)價(jia)、補貼支持(chi)等(deng)(deng)(deng)工作(zuo)中,加大取得職(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)等(deng)(deng)(deng)級(ji)證書(shu)的(de)養(yang)(yang)(yang)老(lao)護理員(yuan)等(deng)(deng)(deng)養(yang)(yang)(yang)老(lao)服(fu)(fu)(fu)(fu)務(wu)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)配(pei)置情況所占評(ping)價(jia)權重,并在同等(deng)(deng)(deng)條件下將其作(zuo)為養(yang)(yang)(yang)老(lao)服(fu)(fu)(fu)(fu)務(wu)機構(gou)參(can)與政府(fu)購(gou)買服(fu)(fu)(fu)(fu)務(wu)、項目合(he)作(zuo)招投標的(de)重要(yao)評(ping)價(jia)指(zhi)標。
七是(shi)拓展高(gao)(gao)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)發展空間(jian)。民政(zheng)(zheng)部(bu)(bu)門(men)、人(ren)(ren)(ren)(ren)(ren)力資(zi)源社會保障(zhang)部(bu)(bu)門(men)要(yao)積極拓寬養老(lao)服務技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)發展通道(dao),支(zhi)持(chi)高(gao)(gao)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)參(can)加相關(guan)職(zhi)(zhi)(zhi)稱評審和(he)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)格(ge)考試,鼓(gu)勵(li)相關(guan)專業(ye)(ye)(ye)(ye)(ye)技術(shu)人(ren)(ren)(ren)(ren)(ren)才(cai)參(can)加職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技能(neng)(neng)(neng)(neng)等(deng)(deng)級(ji)(ji)認(ren)定,搭建(jian)兩類人(ren)(ren)(ren)(ren)(ren)才(cai)成長(chang)“立交(jiao)橋”。支(zhi)持(chi)養老(lao)服務機(ji)構打破學(xue)歷、資(zi)歷、年齡(ling)、比(bi)例等(deng)(deng)限制,對(dui)(dui)技能(neng)(neng)(neng)(neng)高(gao)(gao)超、業(ye)(ye)(ye)(ye)(ye)績突出的(de)(de)一(yi)線職(zhi)(zhi)(zhi)工(gong)(gong),可直接認(ren)定高(gao)(gao)級(ji)(ji)工(gong)(gong)及(ji)以上(shang)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技能(neng)(neng)(neng)(neng)等(deng)(deng)級(ji)(ji);對(dui)(dui)解決重大(da)(da)技術(shu)難題(ti)和(he)重大(da)(da)質量問題(ti)、技術(shu)創(chuang)新成果獲得省部(bu)(bu)級(ji)(ji)以上(shang)獎項、“師帶(dai)徒”業(ye)(ye)(ye)(ye)(ye)績突出的(de)(de)高(gao)(gao)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai),破格(ge)晉升職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技能(neng)(neng)(neng)(neng)等(deng)(deng)級(ji)(ji)。健全養老(lao)服務行業(ye)(ye)(ye)(ye)(ye)高(gao)(gao)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)激勵(li)機(ji)制,引導(dao)用人(ren)(ren)(ren)(ren)(ren)單位工(gong)(gong)資(zi)分配向高(gao)(gao)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)傾斜,高(gao)(gao)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)人(ren)(ren)(ren)(ren)(ren)均工(gong)(gong)資(zi)增(zeng)幅不低于本單位相應層級(ji)(ji)專業(ye)(ye)(ye)(ye)(ye)技術(shu)人(ren)(ren)(ren)(ren)(ren)員(yuan)和(he)管理人(ren)(ren)(ren)(ren)(ren)員(yuan)人(ren)(ren)(ren)(ren)(ren)均工(gong)(gong)資(zi)增(zeng)幅。加強(qiang)對(dui)(dui)養老(lao)服務技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)的(de)(de)政(zheng)(zheng)治引領和(he)政(zheng)(zheng)治吸納,依(yi)法(fa)依(yi)章程推(tui)(tui)薦高(gao)(gao)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)作為各(ge)(ge)級(ji)(ji)“兩代表(biao)一(yi)委員(yuan)”人(ren)(ren)(ren)(ren)(ren)選(xuan),選(xuan)拔推(tui)(tui)薦高(gao)(gao)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)參(can)加各(ge)(ge)級(ji)(ji)各(ge)(ge)類評選(xuan)。
