新華社(she)北(bei)京6月30日(ri)電 日(ri)前，國務(wu)院辦公廳印發《促進(jin)殘(can)疾人(ren)就(jiu)(jiu)業(ye)三年(nian)行動方案（2025－2027年(nian)）》（以下(xia)簡稱《行動方案》），以持續(xu)提升殘(can)疾人(ren)公共服務(wu)質(zhi)量，進(jin)一(yi)步加強殘(can)疾人(ren)就(jiu)(jiu)業(ye)幫扶，促進(jin)殘(can)疾人(ren)實現(xian)較為充分較高質(zhi)量的就(jiu)(jiu)業(ye)，共享現(xian)代化發展成果。
《行動(dong)方案》強調，要堅持(chi)(chi)以習近平新時代中國特色社(she)(she)(she)會主義思(si)(si)想(xiang)為指導，全面貫徹(che)黨的(de)二十大和二十屆二中、三中全會精神，堅持(chi)(chi)以人(ren)(ren)(ren)(ren)民為中心(xin)的(de)發展思(si)(si)想(xiang)，按照政府扶持(chi)(chi)、部(bu)門協同(tong)、市場推(tui)動(dong)、社(she)(she)(she)會參與的(de)工作思(si)(si)路，進一步(bu)拓寬殘疾人(ren)(ren)(ren)(ren)就業(ye)(ye)創業(ye)(ye)渠(qu)道，優化(hua)就業(ye)(ye)結構(gou)，促進殘疾人(ren)(ren)(ren)(ren)就業(ye)(ye)質(zhi)量穩中有升，更(geng)好保障殘疾人(ren)(ren)(ren)(ren)就業(ye)(ye)權(quan)益，推(tui)動(dong)殘疾人(ren)(ren)(ren)(ren)就業(ye)(ye)創業(ye)(ye)服務提質(zhi)增效(xiao)，積極營造(zao)全社(she)(she)(she)會關心(xin)支持(chi)(chi)殘疾人(ren)(ren)(ren)(ren)就業(ye)(ye)創業(ye)(ye)的(de)良好社(she)(she)(she)會氛圍和環境。
《行動(dong)(dong)(dong)方案》提出，聚(ju)焦(jiao)落實(shi)(shi)(shi)“按規(gui)定比例安排殘(can)(can)(can)疾(ji)(ji)人(ren)(ren)(ren)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)”，實(shi)(shi)(shi)施(shi)機關、事(shi)業(ye)(ye)單位帶(dai)頭安排殘(can)(can)(can)疾(ji)(ji)人(ren)(ren)(ren)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)行動(dong)(dong)(dong)和(he)企業(ye)(ye)助力殘(can)(can)(can)疾(ji)(ji)人(ren)(ren)(ren)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)行動(dong)(dong)(dong)；聚(ju)焦(jiao)“較為充分就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)”，實(shi)(shi)(shi)施(shi)促(cu)進殘(can)(can)(can)疾(ji)(ji)人(ren)(ren)(ren)自主創業(ye)(ye)、靈活(huo)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)行動(dong)(dong)(dong)和(he)促(cu)進殘(can)(can)(can)疾(ji)(ji)人(ren)(ren)(ren)輔助性就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)行動(dong)(dong)(dong)；聚(ju)焦(jiao)幫(bang)扶“重點群體”，實(shi)(shi)(shi)施(shi)殘(can)(can)(can)疾(ji)(ji)人(ren)(ren)(ren)大(da)學生(sheng)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)幫(bang)扶行動(dong)(dong)(dong)、農村(cun)殘(can)(can)(can)疾(ji)(ji)人(ren)(ren)(ren)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)幫(bang)扶行動(dong)(dong)(dong)、盲人(ren)(ren)(ren)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)幫(bang)扶行動(dong)(dong)(dong)；聚(ju)焦(jiao)“完善(shan)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)服務(wu)(wu)、解決結構(gou)性矛盾”，實(shi)(shi)(shi)施(shi)殘(can)(can)(can)疾(ji)(ji)人(ren)(ren)(ren)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)服務(wu)(wu)提升(sheng)行動(dong)(dong)(dong)和(he)殘(can)(can)(can)疾(ji)(ji)人(ren)(ren)(ren)職(zhi)業(ye)(ye)能力提升(sheng)行動(dong)(dong)(dong)；聚(ju)焦(jiao)“加強權益保障”，實(shi)(shi)(shi)施(shi)殘(can)(can)(can)疾(ji)(ji)人(ren)(ren)(ren)勞動(dong)(dong)(dong)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)權益保障行動(dong)(dong)(dong)。
《行動方(fang)案》明(ming)確(que)了資金、信息等保障條件。要求各(ge)地按(an)規定(ding)落實各(ge)類就業扶持及(ji)補(bu)貼(tie)獎勵政策，制定(ding)殘疾人(ren)就業補(bu)貼(tie)獎勵實施辦法；依(yi)托全國一(yi)(yi)體(ti)化政務服務平(ping)臺(tai)和(he)各(ge)級(ji)政務服務機構(gou)，實現殘疾人(ren)就業數據(ju)互聯互通；建設(she)統一(yi)(yi)的殘疾人(ren)就業服務工作平(ping)臺(tai)。
《行(xing)(xing)動(dong)方案》要求(qiu)，地方各(ge)級(ji)人(ren)民政府(fu)要將促進(jin)(jin)殘(can)疾人(ren)就(jiu)業(ye)(ye)納入民生實事項(xiang)目(mu)；進(jin)(jin)一步(bu)明確(que)各(ge)項(xiang)行(xing)(xing)動(dong)的(de)負(fu)責(ze)部(bu)門(men)和職責(ze)分(fen)工(gong)，相關促進(jin)(jin)就(jiu)業(ye)(ye)工(gong)作協(xie)調(diao)機制加強組織(zhi)協(xie)調(diao)，確(que)保各(ge)項(xiang)措施落(luo)地落(luo)實。各(ge)級(ji)殘(can)聯組織(zhi)和殘(can)疾人(ren)服(fu)務(wu)機構(gou)要主(zhu)動(dong)搭建服(fu)務(wu)平臺，探索更多適合殘(can)疾人(ren)的(de)就(jiu)業(ye)(ye)項(xiang)目(mu)，促進(jin)(jin)殘(can)疾人(ren)就(jiu)業(ye)(ye)增收(shou)。
